Job Summary: Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology, Cyber Security Directorate, located in Ashburn, VA.

Major Duties:

  • Joining Customs & Border Protection will allow you to use your expertise in Information Technology principles, concepts and methods to support Information Technology systems and services. This position starts at a salary of $85,447.00 (GS-11, Step 1) to $111,087.00 (GS-11, Step 10) with promotion potential to $111,087 (GS-11 Step 10). As an Information Technology Specialist, you will become a key team member of Homeland Security professionals supporting the mission by implementing and maintaining various IT application software components. Typical work assignments include: Supporting information system security analysis and documenting appropriate security requirements during the design stage of applications, and reviewing proposed new systems, networks, and software designs for potential security risks. Supporting systems security certification and accreditation requirements and processes and providing security consultation on policies related to specific architectures and projects. Reviewing network and systems designs to ensure the implementation of security controls and disciplines in accordance with Department policies and collaborating on recommendations for future security plans. Supporting the development and maintenance of Interconnection Security Agreements (ISA) for CBP-owned and non-CBP-owned systems and participating in the investigation and reporting of security incidents. Assisting in performing system auditing of information system event logs, reviewing for unusual activity or unexplained access attempts, and performing forensic auditing to support investigations.

Qualifications: Basic Requirement: Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying established information security controls and procedures to ensure compliance with organizational security policies and regulations. Assisting in the review of system development lifecycle documentation to ensure security requirements are integrated into new or modified systems. Monitoring system logs and alerts to maintain system confidentiality, integrity, and availability, and reporting security deviations to appropriate personnel. Contributing to system evaluations and audits by preparing reports and documentation necessary for security assessments. Participating in the development and maintenance of security agreements between interconnected systems and supporting security incident investigations by gathering and analyzing relevant data. Education Substitution: Successful completion of a Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related in an accredited college or university may be substituted for experience at the GS-11 grade level. A degree in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 05/06/2026.
