Salary Range: $106437 - $138370 Per Year

Job Summary: You will serve as a INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN/INFOSEC) in the Command Information Office of NAV FACILITIES ENGINEERING COMMAND SE.

Major Duties:

  • You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • You will analyze benefits and costs to develop recommendations on whether or not to contract work; provide technical requirements and descriptions of the work to be contracted.
  • You will oversee development of technical data, estimates, statistics, and other information useful to higher-level managers in determining which goals and objectives to emphasize.
  • You will decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies.
  • You will serve as the primary IT coordinator for incident response plan development, implementation, and execution; and tracking and reporting of necessary actions related to cybersecurity or other network events.

Qualifications: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing IT and control systems programs to assess overall compliance with cybersecurity plans and policies, and alignment with business and mission requirements. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating a variety of complex and unusual security issues with other commands, higher echelons, and external organizations to address cybersecurity requirements when there is a lack of complete agreement on methods, procedures, or objectives. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: keeping the supervisor and customers apprised of potential problems that may affect decisions regarding priorities, assignments of particular team members, and scope of project assignments, and is viewed as the technical authority for the command cybersecurity and Cyber IT/CSWF programs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: frequently interprets regulations on his/her own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves most of the conflicts that arise; and keeps the supervisor informed of progress and of potentially controversial matters. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector developing and maintaining a cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures; ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance and enhancement of information systems security programs, policies, procedures, and tools (eMASS etc.); evaluating the impact of new laws and guidance on current programs and systems, recommending changes to existing plans and policies to ensure compliance and responsiveness, and maintaining a repository of all command cybersecurity-related documentation.
