To serve as Combat Air Forces (CAF) Air Force Engineering and Technical Services (AFETS) Senior Information Technology Specialist (Network Services), serves as a senior network administrator with responsibility for planning and coordinating the installation, testing, modifying, upgrading, troubleshooting, and maintenance of hardware and software systems.

Qualifications: Conditions of Employment continued: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Incumbent may be deployed to a remote area and requested to be armed or the position has access to firearms or ammunition IAW AFI31-207. When this situation occurs, the position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this publication. Must have and provide a high degree of specialized experience supporting cyber enterprise network services in a Combat Communications or Air Control Squadron or Network Operations Squadron or Air and Space Communications Squadron unit or equivalent civilian cyber network services experience in order to be found well qualified for the position. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may resulting removal from this position. This position has been designated as IA Level II, Security + Certification. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for Information Technology (IT) Management Series, 2210 (Alternative A). Specialized Experience: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one year of specialized experience at the next lower grade, GS-11 or equivalent, which includes performing IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Network administrator of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures, resolve unusual and difficult issues, and create new techniques for use. Applying methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining programs pertaining to networks. Monitor a wide variety of established commercial network design programs and how they interrelate and function within various environments. Utilize IT network development concepts and techniques to provide computer applications which provide optimal functional support for users and performing in-depth analysis to resolve issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build competencies, knowledge/skills that can provide valuable training/experience that translates to paid employment.
