INFORMATION TECHNOLOGY SPECIALIST (INFOSEC)

Salary Range: $75788 - $118092 Per Year

Job Summary: You will serve as an Information Technology Specialist (INFOSEC) in the Information Assurance Division, Command Information Office of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. This is a developmental position with a full performance level of GS-12. Applications will be accepted at the GS-11 and GS-12 grade levels.

Major Duties:

  • You will coordinate a variety of security issues with other commands, higher echelons, and external organizations to address cybersecurity requirements.
  • You will evaluate the impact of new laws and guidance on current programs and systems and recommend changes to existing plans and policies to ensure compliance and responsiveness.
  • You will prepare and manage Risk Management Framework authorization packages for Facility Related Control Systems (FRCS) assigned to NAVFAC ML.
  • You will modify IT plans and policies to respond to changes in the command's business or mission requirements and processes or change in legislation or regulatory requirements.
  • You will develop project documentation including statements of work, business case analyses, charter, scope, schedule, cost, risk, stakeholder and communication management plans.

Qualifications: GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing IT and control systems programs to assess overall compliance with cybersecurity plans, policies, and alignment with business and mission requirements; 2) Maintaining an organization's cybersecurity program that includes cybersecurity architecture, requirements, objectives, policies, cybersecurity personnel, and cybersecurity processes and procedures; 3) Providing assistance in drafting, modifying, and maintaining an organization's core cybersecurity policies; and 4) Tracking and performing cybersecurity related tasks associated with assessment and authorization activities for IT and control systems in accordance with the Risk Management Framework (RMF) process. **NOTE** This information must be clearly supported in your resume. IT-related experience demonstrating this competency include evaluating new information technology (it) tools and trends to meet business requirements of customers. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include briefing senior leaders on information technology (it) policies to streamline corporate resources. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include diagnosing networked system failures to isolate sources of problems between equipment, networks, systems software, and application systems. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising leadership on cyber security incidents, risks, or policy changes that affect the command mission, systems, or programs; 2) Developing project documentation including statements of work, business case analyses, charter, scope, schedule, cost, risk, stakeholder and communication management plans; 3) Collaborating with leadership to review IT and control systems programs to ensure compliance with cybersecurity plans, policies, and alignment with business and mission requirements; and 4) Ensuring that information ownership responsibilities are established for each system, to include accountability, access approvals, and special handling requirements. **NOTE** This information must be clearly supported in your resume. IT-related experience demonstrating this competency include Diagnosing application software problems in response to customer-reported incidents. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include briefing senior leaders on new database technologies and architectures. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
