Job Description

This position is located in the Water Quality Division - Nextgen Reporting & Quality Assurance/Quality Control section in Oklahoma City.

Basic Purpose

 This position demands a highly specialized technical skills set. The role requires expertise in programming languages, database design, and system architecture, as well as the ability to translate complex technological concepts into functional solutions. These skills are essential for maintaining mission-critical systems and ensuring data accuracy, regulatory compliance, and continuity of operation. The position requires knowledge of various programming languages, database structures, database development, and database flow. The position requires proficiency in FME, SSMS, Excel, Access, Java, MTS, Labware, and Oracle. The position requires advanced report and query-building skills and must be knowledgeable about the Clean Water Act and Drinking Water Act rules, regulations, and database design.

Typical Functions

  • Develop, maintain, and automate quality assurance (QA) and quality control (QC) reports to verify the accuracy, completeness, and integrity of data in WQD’s databases.

  • Coordinate with DEQ staff, OMES staff, contractors, national workgroups, and other state and federal agencies to support system development and implementation.

  • Coordinate with the State Environmental Lab (SELS) and commercial laboratories to ensure accurate reporting of PWS compliance data through the agency’s Electronic Reporting System (ERS).

  • Support WQD’s modernization efforts (e.g., replacing SDWIS and ICIS-NPDES), which will require coordination with DEQ and OMES staff, contractors, national workgroups, and other state/federal agencies.

  • Serve as a backup coordinator representing the division on agency efforts to implement GIS solutions. Identify opportunities and implement GIS-based solutions to enhance the capabilities of various WQD programs.

  • Represent the division on various workgroups, including divisional, agency, state, and federal groups, concerned with technology-based solutions for managing data and program implementation.

  • Identify opportunities and implement GIS solutions to improve WQD’s program management.

  • Must have a functional knowledge of standard software/applications utilized by DEQ (i.e., Microsoft Office Suite and various internet browsers).

  • Act as the backup ICIS (Information Technology Information System) coordinator and ensure Appendix A data elements are batched or manually entered into the EPA’s database.

  • Develop queries from multiple data sources using tools like Oracle, Access, SQL, JavaScript, FME, Power BI, Tableau, PostgreSQL, and other data mapping and reporting tools.

  • Support and integrate various systems, including local and cloud-based back-end data sources, using APIs and web-based data formats such as XML and JSON.

  • Serve as the Water Quality Division fee coordinator by calculating fees in accordance with state statutes and agency fee collection procedures

  • Perform, track, and test software version updates

  • Serve as a web page administrator by updating the WQD website and training staff as needed.

  • Provide audio/visual (AV) support for meetings, webinars, seminars, and training events, including equipment setup and operation.

Travel Requirements

Some in-state and out-of-state is required.

Education and Experience

Level I - completion of twelve semester hours of information technology course work at an accredited college or university; or a comparable vocational or technical training program of at least 156 hours resulting in certification in database administration; or an equivalent combination of education and experience, substituting one year of experience in information technology for the required education; or a comparable vocational or technical education course resulting in certification in database administration or a bachelor's degree in a comparable vocation or an equivalent combination of education and experience, substituting one year of experience in information technology for the required education.

Level II - those identified in level I plus two years of experience in database design or data security administration; or a comparable vocational or technical training program of at least 156 hours resulting in certification in database administration plus two years of experience in database design or data security administration; or an equivalent combination of education and experience, substituting one year of experience in information technology for the required education; or a comparable vocational or technical education course resulting in certification in database administration or a bachelor's degree in a comparable vocation plus two years of experience in database design or data security administration; or an equivalent combination of education and experience, substituting one year of experience in information technology for the required education plus two years of experience in database design or data security administration.

Additional Considerations/Preferences (These cannot eliminate a candidate)

Applicants with a degree in one of the areas mentioned above will be given preference.

Physical Requirements

Employee must be able to lift occasionally up to 40lbs, bend up and down, and be able to physically maneuver in small areas with reasonable conditions.

Special Requirements

  • Employee must have the temperament to remain calm when faced with conflict.

  • Employee must be able to travel throughout the state, potentially driving for several hours in daylight and darkness, and occasionally staying overnight.

  • Employee must have a valid Oklahoma driver’s license.

  • Employee is required to report to the office and cannot telework unless authorized.

  • Employee must be able to operate a personal computer for long periods of time.
