Major Duties:

  • Serves as an Industrial Specialist (IS) performing a variety of technical surveillance and analysis activities for the Contract Management Office (CMO) on any contract type or phase.
  • Plans, evaluates, and maintains technical surveillance over multiple foreign supplier production operations.
  • Conducts manufacturing surveillance duty travel to contractors throughout Europe and the Middle East.
  • Performs contract review to identify contractual technical requirements and develop required tasks for the execution of the surveillance plans.
  • Engages in active discussions with their contract management team (CMT) in the event of discordant labor situations or negotiations.
  • Reports imminent strike information IAW DCMA policy.
  • Performs analysis and reports information associated with work stoppages.
  • Serves as a member of a PST along with other CMO personnel representing Systems Engineering, Contract Administration, Property and Quality Assurance.
  • Produces reports which meet DCMA policy to provide advance understanding of premature material/parts buys, material/parts shortages and slippages of critical program milestones.
  • Promptly reviews the over and above work requests (OAWRs) to ensure that the contractor is following the correct procedures, formatting, and content including description and need for the over and above work scope.
  • Concerning OAWR, assesses the validity of additional work scope and associated proposed labor and material costs, ensuring the additional work scope is not covered by the basic contract.
  • Reviews contract requirements along with any other customer-negotiated requirements to gain a clear understanding of contractual requirements.

Qualifications: To qualify for a Industrial Specialist (General), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Assessing contractor supply chain management and contractor manufacturing operations. Developing and executing supplier surveillance plans to mitigate contract schedule risk and inform customers of potential delay. Performing industrial surveys and assessments of production capacity and capabilities. Identifying areas of deficiency or non-compliance and recommending corrective action. Using automated systems such as MOCAS that pays contracts issued to defense contractors.
