The Boeing CompanyThe Boeing Company is looking for an experienced Industrial Security Senior Manager to join the Enterprise Classified Security team in Seal Beach, CA.
The manager will serve as a Special Programs Security Manager for a dynamic and complex proprietary program. This position manages employees performing activities to protect information from unauthorized disclosure, including security inquiries, compliance assessments and implementation of security controls in the SCI and SAP domains.
As manager, you will work with senior and junior staff members and other managers to administer and implement U.S. Industrial Security Standards as outlined in 32 CFR 117 National Industrial Security Program Manual (NISPOM), Sensitive Compartmented Information (SCI) Security Directives, and DoDM 5205.07 Special Access Program (SAP) Security Manual and/or other authoritative sources of security regulations.
Position Responsibilities:
Oversees the development and implementation of an operational security program, SOP, security education, procedures and physical controls to ensure compliance with government and company regulations/requirements on large and/or complex programs
Oversees establishment and implementation of a security awareness training and education program to educate, refresh, and motivate personnel to protect people, property and information
Oversees Physical Security duties and responsibilities within Boeing facilities to ensure compliance with company and government regulations/requirements
Develops and implements integrated departmental plans to ensure business, technical and customer requirements are achieved
Assigns authority and responsibilities to execute the plan
Reviews plans' execution, makes appropriate adjustments, and resolves issues
Develops and advances business cases to support continuation of program, projects or processes
Mentors and provides developmental opportunities and job assignments to enhance employee performance and expand capabilities of direct reports
Promotes employee recognition and builds a departmental culture that improves employee satisfaction and retains a skilled and motivated workforce
Conveys organizational messages and facilitates the accomplishment of departmental goals
Keeps others informed by communicating program or project status, conducting and participating in team meetings, providing presentations and listening to employee concerns and suggestions
Implements strategies to improve open and honest communication within the department
Communicates policies and directives to enhance employee awareness and clarify expectations
Establishes partnerships and relationships with internal and external customers, stakeholders, peers and direct reports. Improves processes to achieve goals
Enforces company rules and policies regarding ethical behavior, safety, security, use of company property, time charging, etc.
Creates a culture of continuous improvement
Charters process improvement teams and modifies departmental structures to improve operating effectiveness
Identifies opportunities to improve departmental processes
Oversees Internal Security Controls through performance of compliance assessment reviews and self-inspections to ensure compliance with government and company regulations/requirements
Basic Qualifications (Required Skills/Experience):
Successfully completed Tier 5 Investigation (T5), formerly known as a Single Scope Background Investigation (SSBI) by the federal government within the last 5 years, or requires candidate to have been enrolled in a Continuous Vetting program within the last 5 years
10+ years of experience in Industrial Security working as a CPSO/ACPSO on Special Access Programs (SAP)
Experience with DoDM 5205.07 and Intelligence Community Directives (ICDs)
Ability to obtain and maintain access to Sensitive Compartmented Information (SCI) and/or Special Access Program (SAP) access
5+ years of experience in leading teams and team development
Willingness to submit to a U.S. government polygraph examination
Preferred Qualifications (Desired Skills/Experience):
Bachelor's degree or equivalent work or military experience
10+ years of security-related work experience working in one or a combination of the following domains: NISP, SAP, and/or SCI
10+ years of experience building relationships and partnering with all levels of employees, including executives in the Defense or Aerospace environment
10+ years of experience communicating with internal and external customers CDSE, NSTI/SASSI or other Professional Certification in SAP Security, SCI Administration, ICD-705, JSIG/RMF, COMSEC, or related security certifications
Experience working in an SCI/SAP/Aerospace security/intelligence community environment
Working knowledge of the NISPOM and DoD SAP Manuals
Ability to prioritize and multi-task with minimal supervision and work in a fast-paced environment
Willingness to perform occasional second-shift or after-hours work schedules to accommodate program operations
Ability to maintain positive working relationships with internal and external customers
Excellent customer service and communication skills
Ability to assert control of large groups of people and comfortable with public speaking
