CLASS DEFINITION

IDIQ stands for Indefinite Delivery, Indefinite Quantity. It’s a contract structure that allows the City to issue multiple task orders under one overarching agreement. Instead of managing a single project, this role oversees a portfolio of ongoing projects, ensuring that each task order moves efficiently from procurement through delivery.

The IDIQ Program Manager plays a critical role in driving Baltimore’s technology initiatives. This position ensures that projects are delivered on time, within budget, and aligned with City priorities – while also shaping the processes that make this model sustainable. It’s a strategic, hybrid role that blends technical expertise with program management and procurement oversight to support the City’s long-term goals.

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:


EDUCATION: Have a Bachelor of Science degree in Information Technology, Computer Science, Computer Engineering or a related discipline from an accredited college or university.
AND 
EXPERIENCE:
Have Seven years of application programming, systems design, hierarchical/relational database management and/or GIS experience; Including three years of supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing, and promoting of subordinate employees.

Excellent verbal and written communication skills.

Previous IT experience in government is preferred.   
OR
EQUIVALENCY NOTES: Have an equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATES: Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.

ADDITIONAL INFORMATION

Background Check                                        

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month's probation.

Eligibility 

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.                                                             

Education Accreditation 

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org. 

SELECTION PROCESS

EXAMINATION PROCESS

FINANCIAL DISCLOSURE AND RESIDENCY REQUIREMENT

This position is required to complete an Affidavit for Political Appointees and Public Officials as part of the City’s Residency Requirement.  You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
