IC&O APAC Country Manager

Job Description:

The Job Holder will have two main sets of responsibilities:

1. IC&O for certain countries in APAC

Responsible and accountable for all International Cooperation and Offsets (IC&O) matters. Define the strategy, conceive, elaborate, promote, negotiate and execute any IC&O programs to successfully contribute to products and services sales, compliant with Ethics and Export control rules, in a competitive and risks contained manner. 
Preserve the Company’s strategic, economical, industrial, technical and know-how interests.
Manage the effective implementation of the contracted IC&O programs on time, on quality and on budget, warranting customer satisfaction and optimizing profitability.

2. APAC IC&O 

In coordination with APAC focal point in Toulouse, act locally, and liaise with internal and external stakeholders, as an IC&O referent in the Region to ensure that IC&O short, medium and long term objectives and priorities are taken into consideration and calibrated when (i) new campaigns or (ii) cross divisional activities (iii) major make or buy footprint developments and in general any situation that would influence the ability to contain and deliver on IC&O commitments,  are initiated.

Primary responsibilities

In the defined countries:

 

Develop, implement and maintain a consistent IC&O approach in a transparent and coordinated manner involving Airbus Regional/Local representative, the Commercial team and Airbus central functions and the two other divisions, Airbus Helicopters (AH) and Airbus Defence and Space (ADS).

 
  • Assess the scope and quantify the amount of IC&O to be developed, taking into consideration the expectations of the customers, decision makers and local industrial partners, the socio-economic and political environment and the existing Airbus cooperation footprint.

  • Define and regularly reassess the most effective cooperation strategy for the country/ countries and the most relevant projects to be implemented accordingly, in full coordination with the Airbus local leadership team such as the Airbus Chief Representative (ACR), the Sales Department and other Airbus functions (including Upper Management), with the support of the Company's relevant entities and functions.

  • Coordinate and ensure cross divisional consistency of the industrial cooperation initiatives to avoid redundancy and to ensure relevance in the selection of projects and local participants.

  • Initiate and coordinate the actions of the different departments and functions of the Company, as well as suppliers, partners, third parties, in the identification of IC&O opportunities. In particular, maintain a permanent link with all Airbus key functions to ensure that functional roadmaps are coherent with the overall company approach and interests in the country with market access leverage as a strong driver. 

  • Contribute to define and execute with the right documentation the tactical way to approach and negotiate with local interlocutors involved in IC&O projects

  • Contribute to the redaction and to negotiate any IC&O agreement with selected third parties protecting Airbus best interest and strictly meeting Ethics & Compliance (E&C) and Export Control requirements.

  • Warrant the relevance and adequacy of all recommended IC&O commitments and ensure their on time validation through the appropriate Company's process.

  • Monitor the execution of the IC&O commitments and when relevant manage the associated IC&O budgets ensuring the effective implementation of the IC&O projects by the relevant internal and external contributors, on time, on quality and on budget.

  • Establish and keep it up to date the IC&O activity report giving an exhaustive view on the Airbus footprint, the execution of the ongoing projects and on the anticipated developments with mitigation of potential risks.

  • Anticipate, establish and keep them up to date, IC&O briefings supporting executives visits. 

  • In a general manner, federate and obtain all internal and external resources to properly address IC&O matters.

  • Represent the Company for IC&O related matters and manage relationships up to the highest levels of governmental organizations, in full alignment with Airbus International organisation Operating Model.

 

Internal function regional role: 

 

In coordination with IC&O APAC Regional Focal Point, to ensure that IC&O short, medium and long term objectives and priorities are defined and considered by Airbus central function(s) when new initiatives are evaluated in the frame of a new program

  • Develop proximity with the relevant stakeholders, sales, AH, ADS; procurement, customer service and support, finance, HR etc..

  • Be part of the discussions at an early stage.

  • Develop and maintain a view on the medium and long term IC&O perspectives.

  • Advocate and ensure that IC&O environment is fully understood by the stakeholders and taken into consideration when finalising the re-setting.

 

To actively contribute to internal function transversal activities. 

  • As per internal function matrixed organization, develop and actively contribute to functional prioritization and early alignments

 

Resources and organising principles

 

Where required, the Job holder will be responsible for establishing multi-functional / transversal teams across divisions, functions (being regional and/or country level and/or central), for the market analysis, and strategy building and implementation, for Airbus and the 2 divisions across the countries of strategic interest.

Professional skills

  • Bachelor's Degree in Business, Aerospace Engineering, Engineering or related

  • Demonstrated ability and experience in government or working closely with governments 

  • Significant experience in leading cooperation / partnerships

  • Strong ability to structure and develop market analysis, with knowledge in financial modelling, scenario analysis and business development

  • Strong customer-facing experience and demonstrated ability to negotiate and write legal agreements

  • Ability to lead with proven experience cross-divisional and cross-functional teams

  • Excellent spoken and written communications skills, and pro-active to present information at all levels with the ability to lead discussions and debates.
