POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as an Aviation Security (AVSEC) Expert.  The Aviation Security Expert will serve as a subject matter expert (SME). The SME will evaluate current aviation-security conditions, identify vulnerabilities, capabilities, and gaps regarding the mentioned discipline for national assets in the Syrian Arab Republic.  The SME will conduct stakeholder engagements with designated entities and serve as part of a broader assessment team. 

JOB DUTIES AND RESPONSIBILITIES:  

  • Conduct a comprehensive review of aviation-security posture across relevant airfields, air operations, and aviation-adjacent infrastructure in Syria.
  • Map current partner-nation aviation practices, chokepoints, and vulnerabilities using open-source data, interagency inputs, and reporting.
  • Participate in an on-site assessment of the Syrian Security Forces.   
  • Contribute to the cross-functional ICITAP team to ensure aviation-security considerations are integrated into broader law enforcement and security sector analysis.
  • Participate in internal working groups, provide subject-matter input, and help synchronize aviation-related findings with ongoing CT-focused efforts.
  • Draft, edit, and review written reports including but not limited to an aviation-security specific questionnaire, pre-deployment reports, post deployment reports
  • Provide recommendations grounded in U.S. policy constraints, authorities, sanctions, and operational realities in the Syria context.

REQUIRED SKILLS AND QUALIFICATIONS:  

Minimum Requirements:

  • Ten years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent (or comparable law-enforcement aviation background).
  • Ten years of professional experience in aviation security operations, assessments, or enforcement.
  • Demonstrated experience conducting aviation security risk assessments in conflict-affected or high-threat environments.
  • Strong understanding of international civil aviation standards (ICAO, IATA) and their applicability in non-traditional or degraded environments.
  • Proven ability to analyze complex threat streams, with a focus on aviation threats and hostile actor exploitation of airfields or aviation logistics.
  • Experience preparing high quality written assessments, analytical products, and briefings for senior audiences with a focus on assessing current security capabilities, limitations, and gaps. 
  • Clearable: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.

DESIRED QUALIFICATIONS:  

  • Overseas experience working in remote and austere environments.
  • Experience in complex counterterrorism security environments.
  • Familiarity with the conduct of operations working in and around an embassy or consulate.
  • Experience serving on an FBI Joint Terrorism Task Force (JTTF) or similar foreign law enforcement entity or working with FBI extraterritorial terrorism squads or Legal Attaché Offices.
  • Experience working independently and without direction.
  • Respective country equivalent of overseas safety and survival training.
  • Proficient in Microsoft 365 or equivalent.
  • Experience as an instructor, trainer, or advisor on criminal justice programs is preferred
  • Experience in aviation security screening for passengers, baggage, and cargo; access control for an international airport; watch listing implementation; passenger identification; and/or countering MANPADs.
