Job Summary: The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Mandatory Requirements: Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost-effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems. Superior ability to serve as expert and consultant to top agency management officials and customers, in context of operation requirements bases on financial analysis and recommends possible courses of action. Expert analytic and critical thinking skills, including the ability to conduct financial assessments, identify needs and requirements, and develop process improvement recommendations for implementation. Expert knowledge of the IC and its components, missions, and interrelationships, including the superior ability to lead broad-based teams regarding key IC financial management issues. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives. Superior organizational and interpersonal skills, and demonstrated ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment. Expert interpersonal, organizational, and problem-solving skills, including demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues. Superior written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide audience, including the ability to write policy or analytic products for the senior U.S. Government officials and the IC workforce. Superior knowledge of and experience with National Intelligence Program (NIP) and Military Intelligence Program (MIP) budget formulation programming and budget execution.
