Key Responsibilities:

Strategic Leadership and Planning in humanitarian response program design, strategy development and coordination.

-      Program Design: Lead the development of response strategies and programs that align with the organization’s mission and core humanitarian principles. This includes setting operational objectives, timelines, and resource requirements.

-      Lead CAT III National humanitarian response ensuring effective scale up and delivery of humanitarian assistance to affected vulnerable people as required

-      Response Strategy: Design and implement rapid, scalable responses to crises, including natural disasters, conflicts, epidemics, and other emergencies. This often involves balancing immediate needs with long-term recovery and resilience-building efforts.

-      Coordination with HEA Director, Ops directors and other departments of the organization to set organizational priorities and allocate resources effectively.

All response project implemented to agreed organization response standard and donor’s requirement.

  • All projects targeting the most vulnerable

  • Timely and quality reports submitted

  • Business plan for projects developed

  • Advocacy integrated in DM

  • DM Input in Child wellbeing report.

  • Disaster Response And Management Strategy in place and implemented

  • Assure functional EMS

Leadership on Humanitarian preparedness and response 

 

-      Ensure rapid response to the needs of children and their families in times of crisis.

-      Lead the development of the country programme Humanitarian Preparedness and Response Strategy and Contingency Plans and liaise closely with the East Africa Region HEA and SOs.

-      Make clear recommendations based on the Ethiopia’s Response Strategy re: proposed programme content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources

-      To ensure a funding strategy is in place to resource the delivery of the humanitarian response strategy

-      Continually monitor the situation of the affected population and ensure revisions to humanitarian response strategy where necessary

-      Develop, ensure training and activate National disaster management team and EMS team.

-      Ensure rapid humanitarian multi-sectoral integrated assessments are undertaken as necessary to continue to inform the implementation of the humanitarian response strategy

-      Ensure that HEA director, SLT and Regional Humanitarian Director are well informed on issues related to humanitarian response and humanitarian risk management.

Monitoring, Evaluation, Accountability, Learning, Reporting and innovation

  • Ensure quality preparation of response program reports/documents for dissemination to various stakeholders.

  • Ensure monitoring and evaluation of all DM projects.

  • Ensure that findings and recommendations from various accountability mechanisms such as Peer Review, Operational and Finance Audits, Programme evaluations, Programme Capability Review, Monitoring/Evaluation reports, Complaints & Response Mechanism reports are acted upon in a timely and effective manner.

  • Create an environment for innovations that will lead to operational efficiencies

  • Facilitate knowledge sharing and collaborative learning through internal avenues such as community of practice

  • Quality program documents developed and shared with Stakeholders

  • Monitoring and Evaluations done and reported

  • Demonstrated learning and reflection meetings and actions

  • Number of innovations shared and adopted

  • Knowledge sharing/collaborative learning with other WV entities demonstrated

  • Robust risk management accountability mechanism is in place.

  • Timely implementation of all audit issues emanating from field operations audits

Internal and External Engagement: represent WVE internally and externally for emergency response related matters, and that is effectively communicating at all level.

  • Establish and maintain effective working relationships with other departments within the National office.

  • Actively participate in the department leadership team, supporting the development and delivery of the strategy

  • Collaborate with and support other senior leaders in the organization.

  • Develop and maintain relationships with the host government, donor agencies, UN agencies and other NGOs to influence these bodies and promote WV’s lead contribution in the humanitarian field.

  • Ensure that advocacy is integrated in the Disaster Management projects and programs

  • Well maintained relationships with support offices and other donors

  • World Vision Ethiopia is well positioned with National Government and other NGOs

  • World Vision representation in Key Cluster/ Sector Groups in the country

  • Good coordination and implementation of Partnership initiatives and requests.

Programme and People Management (Operational excellence in Emergency Response people and programme management).

-          Lead and ensure the implementation of Disaster Management activities as per partnership agreement for declared Responses / National office

-          Assure standards of excellence in the management of human, financial, capital, and technical resources of the Portfolio.

-          Regularly monitor KPIs and other performance metrics to ensure the team continuously contributes to achieving strategy objectives. 

-          Meet all reporting and other requirements of the National office including Situation Reports (SitReps).; and review and approve all the project and program reports prepared.

-          Ensure adequate monitoring, reporting and execution of emergency response activities in accordance with WV’s humanitarian accountability framework, SPHERE standards, and other essential standards.

-          Ensure that different sectoral activities are implemented in a coordinated and integrated manner.

-          Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct, Core Humanitarian Standards and SPHERE.

-          Contributed for the documentation and sharing of the disaster preparedness processes and learning and share across the organization to enhance learning.

-          Provide leadership in the implementation of all projects and programs under Disaster Management

-          In close collaboration with People and Culture (P&C), ensure right staff are timely recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.

-          In collaboration with Supply Chain department, ensure timely procurement of response commodities

-          Ensure that the Program staff based in remote locations receive care and support.

-          Ensure development and Implementation of Disaster Response and Management Strategy

-          Regular one on one meetings with direct reports

Risk Management

Ensure that security, legal, safeguarding, other key risks and resources are well managed with good stewardship across the response.

Others

  • Perform any other duty as may be assigned by supervisor or designee from time to time which may include but not limited to:

    • Participate and contribute in teams,

    • Active participation in committees and task forces appointed to including Senior Management Team, National Disaster Management Committee, Risk Committee, National Resource Development Team among others

- Working with HO risk management/compliance team

- Build risk aware, well oriented and risk sensitive response staff

Required Professional Experience

  • Post graduate degree in relevant area (rural development, economics, etc).   
  • 8 years post qualification experience in humanitarian emergency response management, Or disaster risk management; good understanding country humanitarian situation, early warning / early action/ Anticipatory action.
  • Good interpersonal skills
  • Self-directed individual able to work well in a team and build a team.
  • Strong communication skills (oral and written)
  • Excellent ability to communicate on issues relevant to the TP. 
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Excellent ability to work in and contribute to team building environment.

Required Education, training, license, registration, and certification

  • Education: MSc/BSC degree in in humanitarian emergency response, resilience or disaster risk management, Rural development, food security.  
  • Computer literate (Operate Ms word and excel, lotus notes, etc)
  • Must be a committed Christian, able to stand above denominational diversities.
  • Perform other duties as required.

Travel and/or Work Environment Requirement

Work environment:  Office-based with 20% travel to the field

Language Requirements: English
