Job Summary: Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities.

Major Duties:

  • Develops recruitment strategies in coordination with management to fill vacancies at field locations nationwide, in support of succession planning and BOP mission requirements. Assists in the direction, development and administration of the nationwide recruiting and referral programs for the BOP to include both civil service personnel and commissioned officers of the United States Public Health Service (PHS). Provides technical advice and assistance to supervisors and institutional human resource (HR) personnel regarding available flexibilities, incentives, and best practices. Assists interested candidates with questions related to the application process, qualifications, current vacancies, benefits, pay and leave schedules, etc. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications: To be considered for the position, you must meet the following: Education: GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such as a degree or LL.B or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Experience: GS-09 and GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-09: Ability to conduct research and recommend recruitment sources to attract the best qualified applicants, develop strategies, conduct hiring analyses and advise managers of trends. Experience that demonstrates the ability to provide clear and concise communication to internal staff at all levels, as well as external entities, both orally and in writing. Proficient in establishing and maintaining recruitment networks and alliances with a wide variety of professional, educational and employment communities. Ability to effectively manage multiple responsibilities independently to prevent backlog of work. Consulting with managers to identify their recruitment and staffing needs, and developing strategies to meet those needs. GS-11: Experience with advising candidates on application and hiring practices, incentives and background and security requirements for federal employment. Knowledge of the laws, regulations, principles and practices of various federal personnel programs such as staffing and hiring, benefits and incentives. Experience in providing training and guidance on recruitment or HR policies for Executive Staff, HR Managers, HR Specialist, etc. Skill in analyzing statistical data utilized in the development and implementation of recruitment and hiring strategies. Experience in applying laws, rules, and regulations in the specializations of recruitment and placement. OR Combination of Education and Experience GS-09 and GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
