GS-9: This is a developmental position with known promotion potential to the target position of 5IAR39203 Human Resources Specialist (Recruitment & Placement), GS-0201-11. GS-11: The primary purpose of this position is to plan, develop and carryout a full range of recruitment, placement, and related management advisory services for assigned organizations.

Major Duties:

  • For GS-09/11 Positions: Provides recruitment and placement services to complex and dynamic organizations. Performs a full range of staffing advisory services to organizations serviced. Leads or participates in special initiatives, studies and projects, and affirmative employment activities. Prepares written correspondence and other documents.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) Using a working knowledge of basic principles of the Human Resources Specialist (Recruitment & Placement), or related field. 2) Communicating factual and procedural information clearly, orally and in writing. 3) Learning basic techniques of the Human Resources Specialist (Recruitment & Placement). 4) Analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions. 5) Planning and organizing work, and consulting effectively with coworkers. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Using a working knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques. 2) Providing a knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment. 3) Applying knowledge of other HR processes sufficient to relate recruitment and placement issues to them. 4) Advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. 5) Performing in-depth research, gathering facts, and using extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems. 6) Expressing ideas and concepts and communicating effectively orally and in writing. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
