Job Summary: This position is located in the Office of Human Resources (OHR), Office of Deputy Staff Director (DSD) for Management and Administration, Federal Election Commission. The OHR is a dynamic, team-oriented environment of dedicated professionals focused on providing excellent human resource services to all agency employees. In this position, you will serve as a Human Resources (HR) Specialist with primary responsibility for the agency's leave and work-life programs.
Major Duties:
Qualifications: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, your resume must demonstrate that you possess the specialized experience for the grade level to which you are applying. Specialized Experience GS-12: Must have one full year (52 weeks, full time) of specialized experience, equivalent to the GS-11 level in the Federal service (or comparable level of experience from outside the Federal service). This must include activities such as: (1) assisting in administering leave programs, employee assistance program (EAP) and work-life programs; (2) interpreting legislation, regulatory, and/or policy guidance affecting HR program areas; (3) assisting with draft reports, corrective action plans, and responses to recommendations on HR programs and audits for internal and external entities; (4) communicating HR benefits and work-life policies and procedures to agency staff. Specialized Experience GS-13: Must have one full year (52 weeks, full time) of specialized experience, equivalent to the GS-12 level in the Federal service (or comparable level of experience from outside the Federal service). This must include activities such as: (1) overseeing leave programs, employee assistance program (EAP) and work-life programs; (2) evaluating and interpreting new or proposed complex legislation, regulatory, and/or policy guidance affecting HR program areas; (3) planning and overseeing special projects involving key human resources issues; (4) drafting new policies and procedures regarding work-life programs and communicates updated requirements to management and staff; (5) conducting program analysis, data analysis, and report writing to meet internal and external reporting requirements. Communication: Gives information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; writes memos, emails, and reports that are accurate, clear, and convincing. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Workload Management: Manages multiple projects, tasks, and competing priorities. Effectively prioritizes duties based on critical nature and requestor. Experienced in effectively managing a large workload for multiple stakeholders. Note: Relevant additional job-related education, experience, and training that is in excess of the basic job qualification standards and is directly related to the duties of the position may also be considered. Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
