Job Summary: THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Human Resources Specialist (Information Systems) (Title 5) (Permanent), Position Description Number T5030P01/T5020P01 and is part of the VA HRO, National Guard.
Major Duties:

GENERAL EXPERIENCE: Applicant must have experience, education or training being responsible for planning, operating, and administering the operation of the Human Resources Information Systems (HRIS). SPECIALIZED EXPERIENCE GS11: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience providing technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs). Experience providing training to familiarize Human Resources Office (HRO) staff, HRO remotes, and supervisors with the HRIS. Experience providing advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Experience in managing the function of the work to be performed. SPECIALIZED EXPERIENCE GS12: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience developing and interpreting policy for HRO functional areas as it relates to HR information systems and applications. Experience serving as the technical advisor for HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services) with a thorough understanding of HRO functional areas and internal processes (e.g., Staffing, Benefits, etc.) and how those inter-relationships impact processing of personnel actions. Experience developing state unique quality control (QC) program queries to ensure OPM/DoD standardization is met. Experience in managing access for all HR information systems including accountability, verification, and validation of resources.
