Salary Range: $89508 - $138370 Per Year

The primary purpose of this position is to designs comprehensive workforce planning, learning and development programs and provides oversight for existing and emerging development programs and other career development programs. Analyzes and interprets workforce courses and developmental activity evaluations and provides a plan of action to improve the process.

Major Duties:

  • Conduct formal and informal training for workforce on training and development programs. Serves as the workforce development advisor. Conducts analysis and studies utilizing statistical methodology. Provides training policy interpretation and guidance to serviced organizations and the Education and Training Section. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in designs comprehensive workforce planning, learning and development programs and provides oversight for existing and emerging development programs and other career development programs. Analyzes and interprets workforce courses and developmental activity evaluations and provides a plan of action to improve the process while conducting formal and informal training for workforce on training and development programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate (statement is placed within the announcement): The primary purpose of this position is to serve as an Employee Development Specialist for a wide range of programs in workforce development that focus on Department of the Air Force (DAF)-wide civilian and military employee leadership development and resource management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fundamental principles, practices, and techniques of workforce development; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex workforce development priorities. 2. Broad knowledge of training methods, techniques, and tools to recommend and resolve problems in workforce development gaps or training requirements. 3. Skill in gathering, analyzing, and drawing conclusions from information, and communicating information clearly, both orally and in writing. 4. Ability to select the appropriate DoD, regulations, and local policies applicable to each workforce development business process and legal documentation. 5. Ability to interpret and analyze workforce development data such as demographics, mission-related training requirements, and gaps related to basic issues of fact and law. 6. Ability to identify and analyze workforce development data such as demographics, training requirements, completed training requirements, training funds, and financial reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
