Job Summary: This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As a Human Resources Specialist (Employee / Labor Relations), you will serve as a technical authority in all aspects of the Departmental Offices Employee and Labor Relations programs.

Major Duties:

  • As a Human Resources Specialist (Employee / Labor Relations), you will: Employee Relations: Serve as technical authority in all aspects of DO's Employee Relations program, including conduct, performance and attendance issues, Office of Inspector General referrals, and administrative inquiries, to independently provide authoritative advice and guidance to DO employees, managers, and supervisors on complex ELR issues. Labor Relations: Ensure compliance with 5 USC 7114 (c) of all DO labor agreements and policies negotiated between management and the union. Coordinate and monitor requirements associated with Unfair Labor Practices (ULPs), arbitrations, unit petitions, grievances, and negotiations. Policy Development: Lead or participate in the development and maintenance of DO policy and other issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following: -Advising on labor relations, performance and conduct related employee issues; AND -Researching and applying case law; AND -Advising and supporting management in collective bargaining activities including interpreting collective bargaining agreements, negotiation strategies and third party disputes (mediation and arbitration); AND -Drafting Department-wide policies and procedures. Specialized experience for GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following: -Advising on labor relations, performance and conduct related employee issues; AND -Researching and applying case law; AND -Advising and supporting management in collective bargaining activities including interpreting collective bargaining agreements, negotiation strategies and third party disputes (mediation and arbitration). The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP)) you must meet the following "well qualified" definition listed below and any education requirement to receive special selection priority. GS-13: To be found well qualified at this grade level, the applicant must have documented the capacity to perform the full range of employee and labor relations duties and responsibilities. This includes experience in all of the following areas: -Served as a technical authority in Employee Relations AND; -Identified and proposed solutions to problems AND; -Researched legal matters, including analysis, interpretations and application of sources AND; -Acted as a liaison with other HR functions AND; -Conducted negotiations on behalf of management over operational changes; AND - Served as a management representative in the resolution of employee and union grievances; AND; -Ensured implementation and compliance with labor agreements and policies. GS-14: To be found well qualified at this grade level, the applicant must have documented the capacity to perform the full range of employee and labor relations duties and responsibilities. This includes experience in all of the following areas: -Served as a technical authority in Employee Relations AND; -Identified and proposed solutions to problems AND; -Researched legal matters including those beyond the scope of normal ELR issues, including analysis, interpretations and application of sources AND; -Acted as a liaison with other HR functions AND; -Served as a technical authority in Labor Relations AND; - Led and facilitated collective bargaining as a chief negotiator for a major initiative or portion of a collective bargaining agreement AND; - Oversaw the implementation of collective bargaining agreements and policies AND; -Ensured compliance with labor agreements and policies AND; -Developed and coordinated agency directives, supervisory training, and intra-management functional guidance AND; -Lead or participated in the development and maintenance of policy and other issuances, operating guidance, training materials, marketing strategy, etc.
