As an HR Specialist (Compensation) at the GS-0201-11/12, you will be part of Employee Services and Records Management responsible for providing technical and administrative guidance regarding the application of pay, time & attendance, and leave administration regulations and policies or Federal agency employees.

Major Duties:

  • Serves as a senior specialist in interpreting Federal regulations and agency guidelines regarding pay setting and leave administration. Provides guidance on the use of pay flexibilities, such as recruitment, retention and/or relocation incentives, Superior Qualification Appointments (SQA), leave credit for non-Federal service and/or Permanent Change of Station (PCS) cost reimbursement. Provides technical advice regarding pay and leave matters to HR staffing or benefits specialists who review employee actions involving either subject, to ensure employees are provided with accurate and reliable information covering any associated compensation matters. Serves as a senior advisor responsible for ensuring payroll runs smoothly and on time and liaisons with payroll providers. This involves researching problems and fixing pay issues, determining what actions or corrections are required, and liaising between the agency and the payroll provider. Reviews complexes pay setting determinations, employee official personnel records, and other related documentation to research and resolve pay and/or leave related problems and issues to ensure timely and arcuate compensation. Pulls reports and records to review historical pay and leave determinations and actions taken within HR Information and Payroll Systems. Provides technical guidance and develops solutions to complex agency-wide issues, and/or responds to individual inquiries and conducts research and collaborates with internal and external stakeholders to obtain relevant information. Studies and evaluates program execution and identifies ways to improve or enhance current HR services to ensure that services meet management's business objectives. Participates in preparation of training materials and conducts training sessions to provide supervisors, managers, and employees information about the agency's compensation program.

Qualifications: Minimum Qualifications for the GS-11 Grade Level: You qualify for the GS-11 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service, obtained in either the public or private sectors, performing ALL the following duties: Assist and process routine payroll and compensation actions utilize pay/time and attendance automate systems; AND researching payroll and timekeeping records to support issue resolution; AND participating in compensation reviews; AND providing customer service and reporting support using established procedures and automated system (such as but not limited to GovTA, SLDCADA, Paycheck 8, HR Links, NFC, DFAS). OR Have completed the requirements for a Ph.D. or equivalent doctoral degree or completed at least 3 full academic years of progressively higher-level graduate education leading to a Ph.D. or LL.M, if related, (for example, human resources, business, public administration, management or other directly related field of study) that demonstrates the knowledge, skills, and abilities required to do the work of this position. OR Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 36 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. (NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.) Minimum Qualifications for the GS-12 Grade Level: You qualify for the GS-12 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service, obtained in either the public or private sectors, performing ALL the following duties: Assess pay, leave, timekeeping, work schedule, and compensation policies to resolve moderately complex employee pay and entitlement issues; AND analyze payroll, HR, and time and attendance records to identify pay discrepancies, determine root causes, take corrective actions, and coordinate resolutions with payroll service providers; AND administer compensation flexibilities, including recruitment, relocation, and retention incentives and pay-setting exceptions, relocation reimbursements, and service credit determinations; AND recommend process improvement to compensation and payroll through reviewing reports, identifying trends, audits, and conduct training. You must meet all qualification and eligibility requirements by the closing date of this announcement.
