Major Duties:

A qualified candidate must possess the following: Demonstrated civilian Human Resources (HR) Specialist experience providing the full range of management advisory services in two or more personnel specialty areas. This experience must have provided the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, including the experience utilizing a wide range of HR resources, principles, concepts, practices and methodology, resolving technical human resource problems, independently researching manuals, handbooks and directives, etc. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Preferred are those applicants who possess work experience managing and or directing the activities of a civilian personnel office, or work experience as an Human Resources Officer (HRO) providing and delivering a full-range of management advisory services. Comprehensive knowledge of Nonappropriated Funds (NAF) Human Resources regulation. DoD NAF/APF Human Resources, Benefits, and Employee Training Knowledge Management Employee Relations (MER) experience in a DoD personnel system Internal and External Customer Service from a strategic perspective Experience in Pay Administration Management and Leadership experience in a medium to large organization Comprehensive knowledge of DoD NAF regulations Experience working DoD Human Resources Office Knowledge of MWR and business, hospitality and/or private like organizations Ability to coach, mentor and train employees and provide advisory services to leaders MER experience in DoD It is the applicant's responsibility to read all sections and associated links in this vacancy announcement.
