Human Resources Officer (HR Operations) - HRD

Under the general supervision of the Deputy Division Chief and the HR Operations Section Chief, the HR Officer leads the Headquarters (HQ) Allowances team and oversees the administration of allowances for HQ staff. The incumbent ensures the accurate, timely, and compliant processing of allowance transactions; effective application of policies; and smooth execution of daily, cyclical, and ad hoc workflows. The role requires substantial hands-on experience in allowances administration, and close coordination with key partners across CSF, FIN, HRD, ITD, and other internal stakeholders, directly contributing to the efficiency, risk mitigation, and service delivery excellence of HR Operations.

Major Duties and Responsibilities

  • Serve as the subject matter expert for HQ allowances (EXA, EDA, SCA, CCA, salary advances), ensuring accurate and timely administration, strong policy application, quality controls, and the integrity of employee records and ServiceNow workflows.

  • Oversee ServiceNow case intake by setting priorities, allocating work among HR Analysts, monitoring resolution against SLAs, ensuring proper documentation and consistent policy interpretation, and managing complex client inquiries with appropriate escalation and knowledge transfer.

  • Review and recommend updates to allowance-related policies, procedures, and employee-facing HR content in partnership with Total Rewards; standardize and document processes, maintain updated handbooks and guides, and strengthen operational controls.

  • Demonstrate strong system knowledge of PeopleSoft and related HR platforms, assessing and recommending enhancements, collaborating with ITD and HRIT on system fixes and workflow improvements, and resolving workflow bottlenecks with HR Analysts.

  • Lead the planning, launch, and execution of cyclical allowance enrollment activities, coordinating with FIN, ITD, and Transportation to ensure readiness, effective communication, policy compliance, and a seamless employee experience.

  • Design and deliver onboarding and training for new and temporary staff; mentor and guide HR Analysts to build technical skills, reinforce accuracy and service quality, strengthen adherence to HR policies, and support consistent application of best practices.

  • Identify and assess risks in allowance administration, recommend and implement additional controls (e.g., checklists, validation steps), analyze risk event reports, drive corrective actions, and contribute expertise to working groups.

  • Perform other duties as assigned.

Qualifications

Completion of an advanced university degree, or equivalent, in Human Resources or a related field; or a university degree, supplemented by a minimum of six (6) years of relevant professional experience, is required; or a minimum of two (2) years of relevant experience at grade A08, or equivalent, is required.

In addition, the successful candidate should possess the following qualifications and competencies:

  • Demonstrated track record administering and overseeing complex allowances, with strong understanding of fiduciary responsibilities, risk mitigation, and high-value benefit transactions.

  • Proven experience managing cyclical benefits and allowance activities, supporting system enhancements, and delivering onboarding and training programs that strengthen allowances operations and HR service delivery.

  • Strong knowledge of HR policies, practices, and programs, with practical expertise in allowances administration and the ability to manage and resolve complex cases in coordination with COEs and HRBPs while ensuring consistent, compliant policy interpretation.

  • Demonstrated ability to collaborate with Total Rewards and HR partners on policy and process improvements, analyzing stakeholder feedback, and maintaining accurate and accessible allowance-related employee-facing HR content.

  • Proficiency in PeopleSoft, Workday, and ServiceNow within HR operational contexts, particularly in support of allowances processing and workflow optimization.

  • Ability to provide technical leadership and coach HR Analysts, fostering teamwork, accountability, professional development, and strong execution in allowances administration.

  • Strong organizational, analytical, and communication skills, with the ability to manage competing priorities, propose practical solutions, interpret complex scenarios, and communicate sensitive or complex subjects with discretion, empathy, and sound judgment.
