Job Summary: You will serve as the Director, Civilian Human Resources (DCHR) for Commander Navy Reserve Force (COMNAVRESFOR), a Department of Navy (DoN) Echelon II major command reporting to the Chief of Naval Operations, COMNAVRESFOR. You will support Navy Reserve readiness through policy development, oversight, manpower/personnel management, force structure, and financial management programs that directly impact 58,000 military personnel assigned to the Reserve Component (RC) of the United States Navy.

Major Duties:

  • You will be the principal strategic partner and advisor to Command leadership on civilian Human Resources (HR) matters and responsible for the development, execution, and oversight of the Command HR program.
  • You will also serve as COMNAVRESFOR Human Resources Director (HRD) and will be responsible for planning, delivery, and oversight of a full range of strategic and tactical operational HR services.
  • You will develop and administer Command-wide policy and guidance for HR programs, processes and operations which are responsive to Command requirements, goals, and mission.
  • You will serve as the technical authority within the Command on HR issues.
  • You will collaborate with Office of Civilian Human Resources (OCHR) senior leaders and other DCHRs on DoN HR issues to propose, develop, and advance appropriate legislative, regulatory and policy initiatives, processes and DON-wide HR improvements.
  • You will ensure the Command HR program is executed consistent with DoN policy and requirements and provide effective and efficient services to support Command mission requirements.
  • You will monitor and evaluate HR operations, employing HR performance metrics and data analytics, and be responsible for the Command Assessment Program with respect to the exercise of HR responsibilities across the COMANVRESFOR enterprise.
  • You will acquire and develop a high-quality workforce and serve as the Commander's principal advisor on matters related to designing and executing a human capital strategy in accordance with merit principles and OPM's Human Capital standards.
  • You will provide a full range of classification, recruitment, staffing, workforce shaping, employee/workforce relations, labor relations, and workforce development services.
  • You will prepare business cases to support HR initiatives and develop and explain total HR costs.
  • You will work closely with the COMNAVRESFOR Director, Equal Employment Opportunity (DEEO) to ensure Equal Employment Opportunity principles are fully integrated into HR programs, processes and operations.
  • You will ensure the efficient and effective use of information technology (IT) systems and applications and ensure they are compliant with DoN IT policy and HR Functional Area Managers requirements.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
