Job Summary: You will serve as a Satellite Manager for the OCHR OPC, providing advisory services on civilian Human Resources (HR) technical issues and long-term program initiatives. You will administer HR programs, ensuring full compliance with all applicable laws, rules, and regulations. You will support the OCHR Enterprise in executing its mission as an authoritative HR technical expert and contribute to the recruitment, retention, and sustainment of a highly capable, mission-ready civilian workforce.

Major Duties:

  • You will provide civilian HR services pertaining to U.S. and Foreign National (FN) and/or Local National (LN) civilian HR Programs, through the efforts of human resources staff.
  • You will ensure hiring managers are trained in the application, interview and selection processes including Merit Systems Principles and Prohibited Personnel Practices.
  • You will review proposed/final solutions to difficult and complex problems associated with providing comprehensive civilian HR advice, including hard-to-fill positions.
  • You will liaison with HR Office to which assigned to discuss issues impacting local procedures and provide recommendations and alternative ways of doing business.
  • You will coordinate and/or participate in decision making and policy changes with supervisors, activity managers and other HR personnel to affect policy development.
  • You will meet regularly with customers to provide/update the status of HR actions and to ensure consistency in communications.
  • You will participate in meetings with stakeholders throughout the OPC for input, feedback and implementation.
  • You will review and evaluate effectiveness of current processes, policies, and practices to improve and support strategic goals.
  • You will ensure appropriate research, analysis and projects are performed to evaluate, identify, implement and link HR services and products to strategic plans, missions, goals, and guiding principles.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
