Major Duties:

  • This position requires military membership in the Puerto Rico Army National Guard (PRARNG).

Qualifications: AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Enlisted members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a HUMAN RESOURCES ASSISTANT (MILITARY) (D2017000), GS-0203-7, you serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; Line of Duty (LOD) investigations; Standard Installation and Division Personnel System (SIDPERS) ); Physical Disability Evaluation System (PDES) to include MEB/PEB; Incapacitation Pay (INCAP); Mobilization (MOB)/Demobilization (DEMOB); Military Medical Support Office (MMSO); Community Based Health Care Organization (CBHCO); and Warrior Transition Unit (WTU); Active Duty Medical Extensions (ADME); Medical Retention Processing 2 (MRP2); Soldier Readiness Processing (SRP). PHYSICAL DEMANDS: The work is mostly sedentary. No special physical demands are involved. There may be some walking, standing, bending, or carrying of light items. WORKING ENVIRONMENT: The employee works in an adequately lighted and ventilated office environment and observes normal safety precautions. Overnight travel is required; employee may be required to work other than normal duty hours. GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-06 position or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as serving as a final reviewer or processor of actions; performing complete review of records and other case documentation are procedurally correct, complete, and documentation is sufficient for proper action; ensuring that regulatory requirements related to the specific action are met; identifying gaps or inconsistencies in the record and initiates action or interviews personnel; performing personnel and administrative actions related to deployment manning documents and administrative medical processing; researching and obtaining all necessary, relevant information regarding cases and issues and providing explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended; forwarding cases for final review and decisions; drafting or preparing related correspondence for appropriate signature and entering data in automated systems, as needed; managing data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings and compiling statistical data for projected FY requirements; ensuring completeness and proper forwarding of records to appropriate board; providing advice and guidance on actions in areas of expertise and advising, instructing, and interpreting to lower echelons; initiating work requests to outside agencies; providing support of automated systems and interfaces used to manage service members both locally and statewide; reviewing transaction reports for errors, correcting inaccurate data, and resubmitting transaction for update to Defense Finance and Accounting Service and local databases; conducting formal and informal system and functional training; assisting in on-site training as requested; participating in unit Soldier Readiness Processing and in organizational inspection program.
