Job Summary: About the position: This position is located at the NAF Human Resources Office. This is a NAF (Non-Appropriated Fund) position assigned to the 31st Force Support Squadron on Aviano AB, Italy.

Major Duties:

  • Assists the NAF Human Resources Officer (HRO) as an authoritative source of information on procedural and regulatory requirements pertaining to NAF HR personnel matters and provides guidance and informational resources to supervisors and employees and explains employee rights and responsibilities. Receives and reviews personnel action requests and supporting documents for validity and completion. May occasionally conduct strategic recruitment discussions to advice on recruitment strategies. May advise on permanent and/or temporary placement actions. Explains hiring preferences and priority considerations in the recruitment process to management and/or applicant. Formulates position qualifications for job announcement postings. Creates and releases job opportunity announcements. Generates applicant lists for the issuing of hiring certificate(s). Verifies applicant eligibilities; and makes qualification determinations of applicants. Issues certificate of qualified applicants to selecting official for consideration. Audits returned certificate to validate selection(s) are compliant to statutory laws and policies. Extends job offers and initiates pre-employment process. Completes assigned and applicable onboarding tasks/responsibilities. Coordinates entrance on duty date once pre-employment requirements are favorably met. Prepares for and conducts in-processing briefing. Completes new hire record by ensuring all tasks are complete to include in-processing and all new hire documents are uploaded to the recruitment casefile. Ensures personnel documents are placed into the official personnel file. Conducts orientation for new employees providing information on insurance, retirement, and 401K savings benefits; workers compensation; and unemployment compensation. Tracks employee benefits eligibility window. Explains life qualifying events in accordance with HIPAA special enrollment rights and open enrollment. May administer workers' compensation and unemployment compensation programs. Maintains and locates position descriptions. Reviews and verifies organizational structures provided by management. Enters position descriptions into an automated library; and uploads supporting documents into its casefile. Completes cursory reviews of previously classified position descriptions in the absence of the NAF HRO. Enters personnel data into the automated NAF personnel data system. Completes applicant and position builds. Codes personnel actions in accordance with applicable policies and procedures. Processes personnel actions in accordance with applicable rules and procedures. Generates personnel information reports. Identifies and corrects discrepancies in personnel data. Advises management on routine pay and leave administration actions. Explains pay systems, differentials, hours of work, etc. Sets pay in accordance with applicable laws, policy and guidance. Enters personnel data into the automated NAF personnel data system. Completes applicant and position builds. Answers inquiries concerning status of pending actions. Maintains official employee personnel records and files. Forwards timely and accurate copies of records for administrative and pay purposes to other offices as required. May be responsible for processing and tracking status of installation records checks, state criminal history repository checks, and national agency checks. Establishes new record series as required and disposes of records according to records management directives. May research and download forms and publications and post updates to directives. Creates and edits user accounts in automated recruitment tool. Serves as a team lead and provides training Performs other related duties as assigned. Qualifying Experience: Must have previous experience interpreting and applying rules, regulations, and procedures in accomplishment of clerical/administrative work in a Non-Appropriated Fund Human Resource Office. Must have experience in utilizing USA Staffing in hiring personnel (i.e., generating job postings, job fairs, or equivalent) Must have experience in advising on routine recruitment strategies. Must have experience in utilizing and resolving DCPDS, CSO, and other NAF HRO software issues. Must have experience in utilizing office automation software (MS Windows, MS Office, including Powerpoint, Word, Access, and Excel).
