Human Resource Officer

Pakistan, Islamabad Full time
The Human Resources Officer is responsible for assisting the HR Manager in implementing the human resource operational functions needed for Ipas to operate in Pakistan, as per local laws and established Ipas policies and procedures. Key functions include HR information management, staff recruitment and hiring, and salary and benefits management. The position is based in Islamabad, Pakistan.

Compliance with Ipas Standards and HR Systems

  • Ensure compliance with Ipas policies and procedures and the Employee Handbook/ HR Manual and the Code of Business Ethics, including annual sign off and conflict of interest disclosures
  • Ensure compliance with Ipas Network quality standards related to human resources
  • Assist the supervisor in ensuring the accuracy of Ipas Pakistan HR information in the Ipas Network human resources information system (Workday HR), including monitoring the proper entry of information including salary, supervision lines, timesheets and leave balances
  • Prepare and ensure employment contracts are correct, include clear terms and conditions, and comply with Ipas standards and procedures
  • Ensure strong benefits administration (enrollment, communication of changes)
  • Ensure complete and up-to-date HR files (including job descriptions, communications on salary changes and benefits, annual goals)
  • Ensure staff understanding and compliance with Ipas timesheet policies and procedures
  • Ensure an up-to-date org chart is available in the Workday HR system and available to all staff on Luna

Support in Hiring and Staffing

  • Support all Ipas Pakistan supervisors in the development and finalization of job descriptions for new, open, or changing positions
  • Coordinate recruitment and selection processes for open staff positions, as per Ipas policies and procedures, including collaborating with hiring managers on proactive recruitment approaches (e.g., direct mailing, appropriate circulation of opportunities and word of mouth)
  • Support onboarding for new staff, developing and implementing onboarding plans with the supervisor and including Ipas Pakistan and other node staff as appropriate (Ipas US, Technical Excellence, other nodes)
  • Support in separation processes of staff as per policy.
  • Support hiring managers in the process of contracting consultants as per Ipas procurement policy, ensuring compliance with contractual terms, processing invoices and issuing contract modifications as necessary.  
  • Any other task assigned by the supervisor.

Qualification and Experience:

  • Bachelor’s Degree in Human Resources Management, Administration or other relevant discipline
  • 2-5 years’ experience in the field of HR
  • Experienced in performing HR functions including recruitment, maintaining accurate records in HR information systems and complete personnel files. 
  • Reliable knowledge of HR practices and applicable laws and policies in the local context
  • Good coordination and administrative skills
  • Good prioritization skills, ability to meet tight deadlines and multi-task
  • Good interpersonal skills 
  • Able to act with discretion and maintain confidentiality of personnel management matter
  • Proficient in the use of e-mails and other software applications such as Microsoft Word, Excel and PowerPoint
  • Fluent in written and spoken English 
  • Fluent in written and spoken Urdu
  • Ability to carry out routine tasks with minimal supervision
  • High integrity and attention to detail to produce accurate work outputs
  • Commitment to gender equity and reproductive rights
