Main Purpose:
Lead and develop a preventive and mature HSEQ culture across all Impala Paraguay operations. Ensure continuous improvement of safety, occupational health, and environmental results through a solid coordinated management system under ISO standards. Consolidate the HSEQ area as a strategic technical department that supports demands and needs across all areas and processes. It guarantees a safe and balanced work environment for employees, contractors, customers, and visitors. It protects the environment and follows all applicable regulations by handling coordinated management systems.
Key Responsibilities: responsibilities include but are not limited to:
- Review and understand the Global Safety, Environment, and Occupational Health Plan, ensuring its accurate interpretation.
- Translate and adapt global guidelines, policies, and objectives to local needs and context, guaranteeing accurate implementation in the country.
- Identify gaps between global requirements and local reality, proposing solutions aligned with corporate & local strategy.
- Identify hazards, assess risks, and define operational controls aligned with global standards.
- Ensure compliance with current local legislation, ESG and corporate requirements.
- Investigate workplace incidents and accidents, implementing corrective and preventive actions.
- Maintain and integrate quality, environmental, occupational health and safety management frameworks (9001, 14001, 45001, and other applicable standards).
- Conduct regular HSSEQ inspections, document findings, and implement corrective actions.
- Conduct audits on work permits and risk analyses developed and applied in the area during task execution.
- Control and supervise HSSEQ Incidents, Non-Conformities, and safety and environmental actions through the Sphera System.
- Perform critical analysis and reporting of HSEQ benchmarks, communicating and defining strategic control and prevention actions to senior management.
- Lead, develop, and handle the HSE professional team in Paraguay.
- Promote collaboration between departments to ensure the success and integration of safety objectives.
- Provide mentoring and training to local teams on HSE topics.
- Establish clear and measurable objectives for the HSE team.
- Develop the annual HSEQ area budget and be responsible for its execution.
- Conduct and lead investigations of serious or critical incidents.
- Apply analysis methodologies: Ishikawa, 5 Whys.
- Resolve root causes of incidents and near-misses.
- Develop and implement effective corrective actions, supervising them to closure and following up on overdue actions.
- Supervise and maintain the Impala incident reporting system ensuring data is accurate.
- Analyze incident trends and propose improvements.
Education:
Environmental Engineering, or Safety and Hygiene Engineering, or other branches of Engineering including Electromechanical, Manufacturing, Chemical, Industrial, and Process.
Training, language skills and IT Tools:
- Office package: Advanced.
- Spanish: Advanced.
- English: Advanced.
- Guarani: Desirable.
Experince:
- At least 10 years of experience managing HSE areas.
- More than 10 years of experience managing people and teams.
- Verifiable experience in multinational companies.
- Specific experience in:
- a.) Chemical plants.
- b-) Handling flammable and/or explosive liquids.
- c-) Storage and logistics operations.
- d-) Implementation of ISO Management Systems.
- e-) Working with regulatory authorities.
- f-) Preparation for certification audits.
- g-) HSE project Management.
- h-) Training accreditation.
- Desirable Experience:
- a-) Experience in port or maritime industry.
- b-) Experience in river operations.
Knowledge, Skills and Abilities:
- Specialist in Behavioral Safety.
- Certified in relevant accident analysis methodology.
- Permit to work systems.
- Strong familiarity with EHS reporting systems.

- Proficient at managing OPEX to budget.
- NR 33 Training – Confined Space Entry.

Documentation Required for the Position: (e.g., navigation license, professional title; accountant registration; lawyer's license; driver's license; safety card category A, B, or C)
- Safety Card - A category.
- Professional driving license category B.
- Technical degree in Occupational Safety or Environmental Engineering, Occupational Safety, or other Engineering fields such as Electrical, Mechanical, Production, etc., or equivalent experience.
- Master's degree or equivalent experience in Occupational Safety Engineering.
