Job Description:
Parsons is seeking a dedicated HSE Officer with a decade of experience to join the Trojena project. You will be responsible for the health, safety, and environmental oversight of major Wet Utility construction activities, including deep trenching, pipeline installation, and the construction of water treatment facilities in a complex mountain environment.
Your mission is to ensure that "Zero Harm" is achieved while navigating the unique geographical challenges of Trojena, ensuring that all workers and the sensitive mountain ecosystem are protected.
Site Inspections: Conduct daily safety inspections of wet utility work sites, focusing on excavation safety, confined space entry (for manholes and tanks), and heavy equipment operations.
Risk Assessment: Review and approve Method Statements and Risk Assessments (RAMS) specifically for utility works, ensuring that risks like trench collapse, hazardous atmospheres, and water pressure testing are mitigated.
Permit to Work (PTW): Manage and oversee the PTW system for high-risk activities, including "Hot Work" near utility lines and deep excavations.
Environmental Stewardship: Monitor compliance with NEOM’s strict environmental protocols, ensuring no contamination of the mountain soil or water sources during pipeline testing or wastewater facility construction.
Incident Investigation: Lead the investigation of any near-misses or accidents, identifying root causes and implementing corrective actions to prevent recurrence.
Training & Induction: Deliver site-specific safety inductions and "Toolbox Talks" focused on the hazards of wet utility construction.
Reporting: Prepare weekly and monthly HSE performance reports for Parsons management and NEOM stakeholders, tracking Key Performance Indicators (KPIs).
Experience: Minimum of 10 years of professional experience in Health, Safety, and Environment within the construction or infrastructure sector.
Specialized Knowledge: Direct experience in Wet Utilities (Water, Sewerage, Stormwater) and large-scale pipeline projects is mandatory.
Education: Bachelor’s Degree in Safety, Environmental or Computer Science, Engineering, or a related field.
Certifications: NEBOSH IGC (International General Certificate) is required. Additional certifications like OSHA 30, IOSH, or Lead Auditor certifications are highly preferred.
Project History: Experience working on high-profile infrastructure projects in the Middle East; prior experience with NEOM or other Saudi Giga-projects is a major advantage.
Physical Fitness: Ability to work in a remote, high-altitude mountain environment with varied weather conditions.
Vigilance: An uncompromising eye for detail and the ability to identify hazards before they lead to incidents.
Communication: Ability to communicate safety requirements effectively to a diverse, multicultural workforce.
Adaptability: Skilled at managing safety in the rugged, non-linear terrain of the Trojena mountain site.
