Job Description:

Parsons is seeking a visionary HSE Director to provide strategic leadership and oversight for our expansive portfolio of Giga-projects in Saudi Arabia. In this executive-level position, you will be responsible for the development, implementation, and continuous evolution of Health, Safety, and Environmental (HSE) strategies that protect thousands of employees and ensure the integrity of the Kingdom’s most ambitious developments.

Key Responsibilities

  • Strategic Leadership: Define and drive the long-term HSE vision and strategy across all project sites, ensuring alignment with Parsons’ global standards and Saudi Vision 2030 sustainability goals.

  • Program Integration: Utilize your project management expertise to integrate HSE protocols into the full project lifecycle, from design and procurement to construction and commissioning.

  • Crisis Management: Lead the regional emergency response framework and act as the primary authority for major incident investigations, ensuring comprehensive root-cause analysis and systemic reform.

  • Stakeholder Governance: Serve as the high-level liaison with government bodies (such as MoMRA, Civil Defense, and NEOM/Public Investment Fund entities) to ensure 100% regulatory compliance.

  • Risk Mitigation: Oversee the enterprise-level HSE risk register, implementing sophisticated mitigation strategies for high-risk activities in complex desert and urban environments.

  • Operational Excellence: Benchmarking HSE performance through advanced data analytics and KPIs, delivering monthly executive briefings to the Project Director and Client.

Required Qualifications

  • Experience: A minimum of 20 years of progressive experience in HSE leadership, with a significant portion spent managing large-scale, multidisciplinary infrastructure or oil and gas projects

Education:

  • A Degree or Higher Diploma in Project Management (e.g., PMP, Prince2, or academic equivalent).

  • Regional Expertise: Extensive experience operating within the Middle East, with a deep understanding of the Saudi Arabian legal and regulatory landscape.

Preferred Skills

  • Executive Presence: Proven ability to influence C-suite stakeholders and lead diverse, multicultural teams of 100+ HSE professionals.

  • Analytical Mastery: Expert-level understanding of HSE management systems (ISO 45001 and ISO 14001).

  • Communication: Exceptional command of English (written and verbal).

  • Project Controls: Ability to manage departmental budgets, resource allocation, and complex procurement of safety technologies.
