Job Summary: The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, internal policies, finance and budget, information technology, security, facilities, and information management.

Qualifications: Mandatory Requirements: Ability to apply knowledge of ODNI HR processes in order to provide tailored responses that meet customer needs. Ability to maintain and develop regular IC contacts for technical exchange and collaboration. Ability to promote information sharing practices across the ODNI and/or the IC. Ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues. Knowledge of ODNI/HRM and/or IC HR IT systems and networks. Demonstrated ability of exemplary communication skills, both written and oral, and demonstrated ability to produce clear, logical, and concise products. Demonstrated ability of exemplary interpersonal skills and demonstrated ability to build and sustain professional networks across organizational boundaries to exert influence. Ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Knowledge of IC HR/IT toolsets. Knowledge or, or ability to learn, ODNI HRM policies and procedures. Bachelor's Degree in a related discipline. Desired Requirements: Knowledge of the IC mission, organization, roles, and responsibilities. Knowledge of the ODNI CIO IT processes. COTR Level 1 certification or willingness to get COTR Level 1 certification within the first 12-24 months of taking the position. Project Manager certification or ability to get PM certification within 24 months of taking position.
