Salary Range: $106437 - $187093 Per Year

Job Summary: As a HR Specialist (Labor Relations) with the US Office of Personnel Management, Benefits, Performance & Employee Relations Division, you will serve as a senior expert providing authoritative guidance on complex labor relations matters, leading negotiations, interpreting laws and policies, and shaping agency-wide labor relations programs and strategies.

Major Duties:

  • Serve as a senior advisor to leadership on complex and sensitive labor relations matters, including grievances, arbitrations, and collective bargaining. Lead and represent the agency in negotiations with union officials, including serving as Chief Negotiator for midterm and impact and implementation bargaining. Interpret and apply Federal labor relations laws, regulations, and case law to provide authoritative guidance and policy direction. Analyze and resolve highly complex labor relations issues involving conflicting legal requirements, policy implications, and agency-wide impact. Develop, implement, and evaluate labor relations policies, programs, and strategic initiatives aligned with organizational goals. Provide expert guidance and training to management officials on labor relations practices, employee rights, and dispute resolution processes. Monitor legislative and regulatory developments and recommend policy or procedural changes to ensure compliance and program effectiveness.

Qualifications: For the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 level in the Federal service (or equivalent) performing all of the following: Providing advisory services to management on labor relations matters, including grievances, disciplinary actions, arbitration preparation, and collective bargaining agreements; Interpreting and applying Federal labor relations laws, regulations, and policies to address workplace issues; Participating in labor-management negotiations, including midterm or impact and implementation bargaining; Analyzing and resolving labor relations issues and recommending appropriate courses of action; and Assisting in the development or implementation of labor relations policies, procedures, or training programs. For the GS-14 Level: Applicants must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service (or equivalent) performing all of the following: Providing expert-level advisory services to senior leadership on complex and sensitive labor relations matters, including grievances, arbitration, and collective bargaining disputes; Interpreting and applying Federal labor relations laws, regulations, and case law to develop policy guidance or resolve high-impact issues; Leading labor-management negotiations with union representatives, including serving as chief negotiator for term, midterm, and/or impact and implementation bargaining; Analyzing and resolving highly complex labor relations issues with agency-wide implications and developing strategic recommendations; and Developing, implementing, or evaluating labor relations policies, programs, or initiatives to support organizational objectives. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
