Additional information about transcripts is in this document. GS-09: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: 1. Administering incentive and national awards programs for civilian employees, including maintaining awards databases and preparing guidance for award nominations. 2. Coordinating and supporting the planning and execution of award ceremonies and family readiness workshops. 3. Providing technical guidance to staff on family readiness program requirements and preparing policy documents for program implementation. 4. Assisting senior HR specialists with management-employee relations support, including composing routine correspondence and maintaining labor relations files. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). .OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Experience required at GS-11: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: 1. Administering and evaluating incentive and national awards programs, including developing policy and monitoring program effectiveness. 2. Coordinating and implementing family readiness programs, including preparing regulatory guidance and conducting program evaluations. 3. Advising managers and employees on management-employee relations matters, including performance management and leave administration. 4. Preparing policy documents and correspondence to support human resources program requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience required at GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: 1. Administering and evaluating incentive and national awards programs for a large organization, including developing policy and guidance, reviewing award nominations, and advising leadership on awards matters. 2. Advising managers and employees on leave program requirements, alternative work schedules, and performance management processes. 3. Developing and implementing internal policy for civilian human resource management issues and conducting program evaluation for personnel programs. 4. Managing and evaluating family readiness programs, including developing program policy, conducting briefings, and coordinating workshops and seminars. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
