Job Summary

The HR Policy & Compliance Partner provides strategic leadership and subject matter expertise in HR policy governance, regulatory compliance, and workforce risk mitigation. This role ensures that all HR policies, procedures, and employment practices align with applicable laws, healthcare regulations, and organizational values. The Partner leads the design and execution of leader onboarding programs and serves as a key advisor to HR and operational leaders on compliance matters, including union-related policy application.

Essential Functions

Policy Governance & Compliance

· Develop, maintain, and interpret HR policies in alignment with federal, state (specifically California), and local laws.

· Conduct regular reviews of HR practices to identify gaps, inconsistencies, or risks related to policy adherence.

· Monitor regulatory changes and recommend policy updates to ensure ongoing compliance.

· Serve as liaison with Legal, Corporate Compliance, and regulatory bodies on HR-related matters.

Leader Onboarding & Training

· Design and execute comprehensive onboarding programs for new leaders, ensuring alignment with organizational policies, compliance standards, and cultural expectations.

· Deliver training to managers and staff on HR policies, employment law, and ethical practices.

Labor Relations & Union Policy Integration

· Collaborate with Labor Relations Partners to ensure HR policies are aligned with collective bargaining agreements and labor law requirements.

· Monitor and interpret labor contract provisions to ensure policy consistency across union and non-union environments.

· Serve as a policy advisor during union negotiations, providing guidance on the implications of proposed contract language.

· Conduct compliance reviews to ensure HR practices and policies are applied equitably and in accordance with union agreements.

· Partners with union leadership and internal stakeholders to resolve policy-related disputes and clarify interpretations.

· Support grievance and arbitration processes by advising on policy language, documentation standards, and precedent.

· Ensure leader onboarding and training materials reflect union-specific policy considerations and obligations.

Collaboration & Communication

· Partner with HR Partners, Employee Relations, and Labor Relations teams to ensure integrated compliance strategies.

· Communicate complex legal and policy concepts in accessible terms to diverse audiences.

Job Qualifications

Education

· Bachelor’s degree in human resources, Business Administration, or related field from an accredited college or university required.

· Master’s degree preferred.

Experience

· Minimum 7-10 years of progressive HR experience with a focus on HR compliance, policy development, and risk management.

· Experience working in unionized environments is required.

· Healthcare or public sector experience is strongly preferred.

License/Certification

· HR certification (e.g., SHRM-CP, PHR) preferred but not required.

Knowledge, Skills, and Abilities

In addition to existing requirements, this role requires:

· In-depth knowledge of labor law, collective bargaining, and union practices.

· Strong analytical, communication, and training facilitation skills.

· Ability to manage sensitive issues with discretion and professionalism.

· Proficiency in HRIS and case management systems.

· Ability to influence and coach leaders at all levels.

· Knowledge of Microsoft Word, Excel, PowerPoint, Visio, Access, Project and Outlook.

Base Pay Scale: Generally starting at $53.57 - $72.11 per hour

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
