The HR Manager is responsible for all Human Resources and Administrative functions at the Turkish Joint Venture site (approx. 140 employees), which combines a manufacturing operation with a regional sales organization for Turkey, Middle East and Africa. The position is a key member of the local leadership team and reports directly to the General Manager of the Joint Venture. Functionally, the HR Manager collaborates closely with the Regional HR organization and ensures compliance with both corporate and Turkish legal standards.

The position will be based in our Joint Venture site in Turkey, Kocaeli.

What you will do:

1. HR Leadership & Strategy

  • Act as strategic HR partner to the General Manager and leadership team, contributing to business growth and organizational development.

  • Implement HR initiatives aligned with company strategy and corporate HR standards.

  • Support cultural transformation and talent development in line with corporate values and transformational leadership principles.

2. Recruitment & Onboarding

  • Lead end-to-end recruitment and selection processes for all positions.

  • Ensure timely and compliant preparation of employment contracts in accordance with Turkish Labor Law (Law No. 4857).

  • Manage onboarding and integration of new employees to ensure a strong start and alignment with company culture.

3. Employee Relations & Legal Compliance

  • Serve as the primary point of contact for all employee relations matters.

  • Ensure compliance with Turkish labor regulations, occupational health & safety (Law No. 6331), and social security requirements.

  • Maintain updated personnel files and documentation per local legal requirements.

  • Foster open communication, mutual respect, and a positive work environment.

4. Payroll & Administration

  • Supervise and ensure accurate and timely payroll processing in compliance with Turkish labor and tax legislation.

  • Oversee administrative functions, including reception, cleaning, and office services.

  • Manage HR budgets and HR-related purchasing within approved guidelines.

5. Training & Development

  • Identify training needs in coordination with department heads and develop annual training plans (internal/external).

  • Coordinate implementation of development initiatives and maintain training documentation in man/hour metrics.

  • Support leadership development and succession planning efforts.

6. Performance Management & Engagement

  • Drive performance management cycles, ensuring regular feedback and fair evaluations.

  • Conduct employee engagement and satisfaction surveys; initiate improvement actions.

  • Support compensation and benefits reviews based on local benchmarks and company guidelines.

7. HR Reporting & KPIs

  • Maintain and report HR metrics (headcount, turnover, absenteeism, training hours, demographics, etc.) to both local and regional management.

  • Support workforce planning and provide insights for decision-making.

8. Administrative Affairs

  • Organize and oversee office layout, building management, and facility maintenance.

  • Ensure that administrative processes are carried out in compliance with company policies and procedures.

  • Plan, coordinate, and supervise support services such as cleaning, security, transportation, and catering.

  • Assign duties to administrative staff and monitor their performance.

  • Identify needs related to office supplies, stationery, equipment, and other administrative materials.

  • Prepare and manage the administrative budget, ensuring effective cost control.

  • Coordinate and manage required processes with public authorities such as municipalities, tax offices, and the Social Security Institution (SSI).

  • Monitor and ensure the fulfillment of the company’s administrative obligations.

What makes you a good fit:

  • Bachelor’s or Master’s degree in Human Resources Management, Business Administration, or related field.

  • 7+ years of progressive HR experience, ideally in a manufacturing environment with additional exposure to commercial/sales teams.

  • Proven leadership experience and ability to manage a small HR team (including payroll and administration).

  • Excellent knowledge of Turkish Labor Law and related legislation.

  • Strong communication and influencing skills with fluency in English and Turkish.

  • High integrity, hands-on mentality, and ability to work independently in a joint venture context.
