Pay Rate: $7,255 - $9,202 per month (C45 Step 1-13)
Hiring Rate: $7,255 - $7,700 (C45 Step 1-4 DOQ)

There is one Manager II opening with the Yakima County Public Services Solid Waste Division. This position directs and supervises the daily operation of the Yakima County Moderate Risk Waste Facility and programs including the oil recycling program and small quantity generator collection program. Ensure compliance with WAC and RCW especially WAC Chapter 173-303 Dangerous Waste Regulations; thus ensuring protection of human health and the environment. Oversee proper recycling/disposal of all moderate risk waste, which include household, small quantity generator and commercial wastes.

Note: This is a Non-bargaining unit position.

Responsibilities:

Essential Duties:

Daily Operations/Long Range Planning – Daily operational and long-range planning for the moderate risk waste facility and programs.  Perform operational planning including ensuring all collected waste is safely and appropriately handled in accordance with local, state and federal laws and regulations.  Properly receive, store, handle and test unknown substances to determine their ultimate disposal and conduct difficult analysis of unknown wastes where independent decisions for proper procedures may be required.  Documents and maintains records relating to these activities and prepares required reports, organizes and maintains a system to track training, manifests, operation and paperwork.  Coordinates hazardous spill control, containment and clean-up.  Oversees oil recycling program, appliance refrigerant removal, small quantity generator collection program and drop off facilities.  Implements the Moderate Risk Waste Plan action items.  Participates in long range planning, staffing, budgeting and permitting. Assigns work to be completed by staff, monitors staff performance, makes decisions regarding employee selection and discipline and approves leave requests. Plans and implement training needs.  Oversees contracts and contractors.

Technical Assistance –  Serves as an on-site resource for immediate response to hazardous material spills, complaints, and issues related to hazardous, dangerous and moderate risk wastes.

Provides technical assistance to the public and businesses, on the telephone and in person, regarding proper disposal methods and safer substitute options.  Provides training and awareness presentations for businesses or individuals as requested. Provide site tours at the facility and explain the paint exchange program, fluorescent turn-in program, and other chemical hazard minimization program. Develop, participate in, implement and support various government and non-government groups promoting proper waste reduction, reuse, recycling and disposal alternatives for moderate risk wastes.  Required to stay up-to-date on current regulations and industry trends.

Purchasing/ Bid Preparation/Waste Shipments - Manage assigned projects including related activities such as recommending and approving material, approving schedules, resolving problems, negotiating change orders, recommending pay estimates, providing quality control and making recommendations on award of contracts; obtains quotes, estimates and prices; prepares bid specifications; solicits and evaluates bids; procures materials, supplies and services. Creates manifests, labels and documents all shipments and is the signatory for the manifest.

Compliance Reporting and Hazardous /Moderate Risk Waste Subject Matter Expert - Provides direction, guidance and feedback to technical and professional level staff, consultants, contractors and architects; responsible for ensuring compliance with local, state and federal regulations for the handling and disposal of moderate and hazardous waste; ensures that all necessary permits are up-to-date and that all work is done in accordance with the permit. Readily provides and has immediately available data on materials received, shipped, sorted and disposal means.

Citizen Complaint Resolution and Call Out - Responds to inquiries and complaints requiring a supervisor’s attention.  Receives and responds to emergency or after hour calls or requests.

Ready to Reuse program - Provides household chemicals that have been checked by staff free to the public.  Determines which chemicals and/or paints are still viable.  Oversees customers and employees using the program and ensures that tracking is done correctly.

Other duties required

Education & Experience:

Bachelor's Degree in Chemistry, Biology, Environmental Science, Business or closely related field AND five (5) years of hazardous or moderate risk waste disposal operations experience or five years in a closely related field (solid waste monitoring/sorting, chemical compliance, chemical sorting or haz-cating, etc) including one (1) year at the supervisory level in a moderate risk waste disposal facility or solid waste facility; or an equivalent combination of education and experience, which provides knowledge, skills and abilities to successfully perform the essential duties of the job OR any combination of experience or training which provides the knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required:    

  • Valid State of Washington Driver’s License and proof of insurance, if requested.

  • Successful completion of a general employment verification.

  • Successful completion of a respirator fit test and baseline employment physical.

  • Forklift Operator Certification, 40 hour Hazwoper Certification (or ability to obtain within 4 months)

  • DOT HazMat Transportation Certification (or ability to obtain in 6 months)

  • Opacity Method 9 Certification (or ability to obtain within 1 year)

  • Refrigerant Transition and Recovery HVACR Certification (or ability to obtain in 6 months)

Equipment Used:

Vehicle for use to travel to different sites, computer, calculator, forklift, barrel crusher, tube crusher, generators,  miscellaneous hand tools.  Proficient with the use of computer and familiarity with MS Office (Word, Excel) and MS Outlook programs.  Use of calculator (math and algebra) when estimating volumes, scheduling, leveling of resources, etc.  Use of respirator and Personal Protective equipment. 

Working Conditions:

Work will be performed primarily at the Moderate Risk Waste Facility and involves both office and fieldwork and may involve interaction with hostile individuals.  The work at the facility will have some adverse working conditions.  May work irregular hours when responding to a particularly heavy work load.  Adequate vision and hand-eye coordination is required to enter date and retrieve information from a computer and conduct inspections of hazardous materials received.  Telephone and in-person contact with other County employees, businesses and the public require that the incumbent hear voice communication and respond appropriately.  When working at the facility the incumbent will be working with or near paints, pesticides, herbicides, cleaning solutions, acids, oxidizers, oils and unknown chemicals which require wearing protective gear including a respirator at times.  The use of a respirator requires that the incumbent does not have any facial hair such as a beard or moustache.  Must have the ability to carry up to 40 pound and be able to work with equipment to move 55 gallon drums.  Rated as High Risk. 

This position is rated as Heavy Work:  Exerting up to or in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Work is performed out in the field.

Environment: excessive noise, exposure to weather, extreme temperatures, moving/mechanical parts, pathogen exposure, vibration. travel, multiple work locations, field work, and may be exposed to hostile / angry individuals; work outside of standard business hours and locations.

Physical Demands: bending, carrying, handling, lifting, pulling, pushing, reaching, sitting, standing, walking, fingering, balancing, climbing, crawling, crouching, kneeling, hearing, smelling, talking, and visual acuity.

Intellectual Demands: ability to multitask, confidentiality, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written instruction, and ability to follow verbal instruction.

Knowledge:

  • knowledge of local, state and federal regulations related to moderate and hazardous waste disposal and handling;

  • leadership, management and supervision; principles and methods associated with public information and dissemination of information;

  • safety procedures including CPR and First Aid; and,

  • use and care of personal protective equipment, including Self Contained Breathing Apparatus.
