Job Summary: This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) within the Office of the Network Director. This position services as the Chief Operations Officer (COO) for the Network. The incumbent exercises the authority for multiple administrative an allied health service and sections. Physical location of selection must be within the VISN 10 reporting area.

Major Duties:

  • The major duties of this position include, but are not limited to: Operations (25%): Leads the planning and development of current and proposed program objective in conjunction with administrative and clinical managers; develops short and long range operational plans that meet the objectives of current programs; Ensures that utilization of available resources impacting VISN operations is in line with plan or, modified through recurring review; Manages Allocated resources to provide the best possible patient care in line with established priorities; Demonstrates a clear understanding of government and agency systems and an acute awareness of all elements of resources as they relate to the cost of healthcare operations; Takes timely corrective action where delegated responsibilities are not being properly applied or executed. Personnel Management (25%): Maintains oversight of a variety of personnel that fall under various employee groups; Delegates authority as appropriate and holds managers under his/her oversight responsible and accountable for the performance of the product lines, programs, and services under their supervision and management; Provides timely and responsive decisions while dealing with general management policy matters affecting the facility such as: initiating appropriate personnel actions when indicated; resolving differences between key management officials at the VISN; identifying and resolving problems which may inhibit accomplishing the VISN's patient care mission and public policy objectives; Ensures the development of policies and programs concerning such matters as equal employment opportunity, merit promotion, labor management relations, and position management and fosters a commitment to these programs from subordinate program leads. Stakeholder Relations (25%): Responsible for establishing and maintaining community partnerships and relationships with internal and external stakeholders. Establishes and maintains proper working relations with Congressional Offices, including members of congress and staff to respond appropriately to inquiries and requests for information. Influences area planning and policy through VISN staff on subcommittees by consulting with the Deputy Network Director and the Network Director or appearing in the absence of the Network Director. Ensures, along with other members of the Executive Leadership Team, that the efforts of the VISN and recognized health organizations are integrated to the maximum extent possible for the betterment of the healthcare provided to Veteran patients. Systemic Internal Review (25%): Organizes and controls VISN internal evaluation activities; In collaboration with other members of the Executive Team develops plans to ensure action has been take to correct deficiencies cited by the accrediting bodies or external reviews to include, but not limited to The Joint Commission, Office of the Inspector General, U.S. Government Accountability Office, and VA Central Office; Initiates corrective action on elements considered unacceptable from the standpoint of quality; Ensures the stakeholder complaints are promptly addressed; Conducts program reviews and evaluations and initiates action to maintain effectiveness and promotes continuous improvement in program outcomes; Ensure establishment of performance metrics, reporting processes and evaluation methodology; Provides guidance to program managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that issues are quickly resolved. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. OR Specialized Experience: (For positions above the GS-5 level) Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In Addition to meeting the Individual Occupational Requirements, applicants must also possess: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the Federal Service that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Administrator- VISN 10 Chief Operating Officer. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: (1) Management ability to delegate authority, evaluate and oversee people and programs, recognize, and adapt to changing priorities; and (2) Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. At this level, applicants would identify and resolve problems which may inhibit accomplishing patient care mission and public policy objectives; exercise fiscal management responsibility by assisting in the preparation of the overall facility budget, in monitoring expenditures, and in recommending reallocation of funds based on shifting program needs; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and develop, evaluate, and adjust organizational structures and management systems for the administrative and allied health services managed.
