Health System Strengthening (HSS) Officer

Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced reproductive justice and access to care for women and girls in Indonesia.

Position Purpose

The Health System Strengthening (HSS) Officer will be responsible in supporting and assisting the Health System Strengthening team in the implementation and coordination of HSS activities at national level. S/He shall assist the team in establishing partnerships at national level activities related to comprehensive and women centered post-abortion care, health care for survivors of sexual/gender-based violence, contraceptive care and building climate resilience primary health care. This role includes maintaining relationship and coordination with national ministries, professional associations, and other key stakeholders on women-centered care based on the guidance of HSS Team Lead

S/He will be responsible for providing assistances and input for effective meetings/workshop/orientation sessions in collaboration with national level stakeholders & partners in the health system, and other follow up activities in consultation with her/his supervisor. S/He is in charge of ensuring preparation and documentation of national level activities in line with Yayasan IPAS Indonesia’s business process.

S/He will work under direct supervision of Health System Strengthening Advisor and will work closely with HSS Specialists, as well as with other unit within Yayasan IPAS Indonesia.

Summary of Responsibilities

Program Implementation:

  • The Health System Strengthening (HSS) Officer will support the Health System Strengthening (HSS) Advisor and Health System Strengthening (HSS) Specialists related to coordination and implementation of HSS workplan and activities at national level
  • Provide support to the HSS Specialist by organizing and arranging national level capacity building, events, meetings, monitoring and evaluation, partnering with government officials (especially health officials), professional organization and partner organizations; organize and participate in different reproductive  health policy and program activities

Technical Assistance:

  • Under the leadership of the HSS Advisor, coordinate the technical support to Ministry of Health (MOH) on Maternal and Reproductive health programs that focus on post-abortion care, comprehensive reproductive health service for women and girls survivors of sexual/gender-based violence, contraceptive care in health facilities, and building climate-resilience primary health care.
  • Assist in providing technical support and input for HSS activities in order to strengthen health system and health care coverage including:
  • Under the guidance of HSS Specialists and Advisor, Coordinate with MOH on the implementation of National Health Policy and National Health Strategic Plans with special focus on Yayasan IPAS’ HSS project.
  • Contribute during the periodic assessment, including monitoring and follow up’s of HSS project activities to ensure accountability for equity at health system levels.
  • Coordinate and provide support for HSS program-related activities and performances assessments with Ipas project intervention
  • Liaise and manage partnership with key external stakeholders/CBO/NGOs/partners at national level, as well as other stakeholders within IPAS Indonesia
  • Working closely with other unit within Yayasan IPAS Indonesia (CAM Unit, MEAL Unit and communications) in reference to Health System Strengthening updates, best practice sharing, and resource sharing etc.

Reporting:

  • Collaborates with the M&E unit in reference to Monitoring & Evaluation tools, database management, research publications, and reports.
  • Tracks activity plan in Luna; fill up and enter ‘Health System Strengthening Activities’ reports into Terra as relevant
  • Provide support for HSS Team Leader/Advisor, HSS Specialist and HSS Project’ Field Officers to regularly review of HSS work plans and field implementation and progress as well as project monthly reports

Finance:

  • Understand and comply with the Finance regulation in Yayasan IPAS Indonesia for all the activities

HR & Administration

  • Understand and comply with the HR regulation in Yayasan IPAS Indonesia
  • Collaborate with other teams in Yayasan IPAS Indonesia
  • Ensure all activities comply with the regulation in Yayasan IPAS Indonesia

Other

  • Perform other related duties as required

Internal & External Customers / Suppliers as well as Third Parties 

  • Participate and Work together with the HSS Team Leader/Advisor and other unit on planning, quality implementation, monitoring, evaluation, and reporting
  • Collaborate with unit advisors, managers, project coordinators and officers on planning of Health Strengthening work on SRHR and women's health
  • Ensuring all projects activities and its external partners comply with Yayasan IPAS Indonesia's branding strategy and design
  • Maintain mutual relationships with government partners, particularly MoH, health professional associations, and non-government actors in post-abortion care, comprehensive health care for survivors of sexual/gender-based violence, contraceptive care issues through representation of Ipas’s mission to uphold women’s and girls’ rights to quality SRH.
  • When deemed necessary, represents the organization at various national and local meetings to ensure incorporation of Ipas objectives into the agenda for discussion.

  • Bachelor’s degree in relevant field (health or public health) and has health professional background, with more than 3 - 5 years of working experience relevant field working in Sexual and Reproductive Health and Rights program
  • Experience in facilitation and organizing of training/meeting and projects.
  • Experience working in a non-profit organization.
  • Demonstrated experience in working with health facilities, professionals, and the professional association.
  • Advance understanding of Health System and Reproductive Health issues with orientation towards improving the space for health
  • Ability to influence, strengthen and nurture network of medical professionals related to Reproductive Health
  • Ability to frequent traveling to project sites for supervision, monitoring, follow up/survey.
  • Ability to work as an effective team player.
  • Fluent in Indonesian and English (speaking and writing)
  • Extensive knowledge of Microsoft Office suite
  • Ability to travel when needed.
