Major Duties:

  • The Regional Health Services Administrator (RHSA) is responsible for all administrative aspects for the entire health care program within the region. Maintains and develops broad program mission goals and objectives that complement and support the health care mission of the Bureau of Prisons (BOP) as defined by the Assistant Director, Health Services Division. Develops and initiates staff training throughout the region in areas related to health care administration. Responsible for planning, programming, budgeting, implementing, directing, and evaluating the administrative aspects of the medical program. Responsible for the development, preparation, and coordination of the regional budget for all institutions within the region. Uses historical data on costs and obligations to analyze the trends in the delivery of health care.

Qualifications: To be considered for the position, you must meet the following qualification requirements. Basic Requirements: Education: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND In addition to meeting the Basic Requirements, applicants must have the following: Education: GS-13 and GS-14: There is no substitution of education for specialized experience for this position. Experience: GS-13 and GS-14: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled. Some examples of the qualifying specialized experience are: GS-13: Experience that demonstrates knowledge of correctional and healthcare accreditation and program review standards. Experience that demonstrates proficiency in overseeing administrative operations within a correctional health care environment, apply strategic leadership and organizational management principles to maintain accountability and operational efficiency. Experience in developing and managing medical budgets and contracts for health care facilities, ensuring fiscal responsibility and alignment with organizational goals. Additionally, skilled in providing strategic advisory services to agency leadership on the operation and enhancement of health care programs and medical services, contributing to informed decision making and programmatic success. Experience managing and guiding multidisciplinary team of healthcare professionals including medical, dental, and allied health tasked with delivering comprehensive clinical services to an incarcerated population. Demonstrated leadership in coordinating care across disciplines, ensuring compliance with institutional standards, and fostering a collaborative environment to promote quality health care outcomes. GS-14: Experience that demonstrates knowledge of Joint Commission, American Correctional Association, and program review health care standards. Experience in composing comprehensive reports, planning, programming, policy development implementation, and monitoring of administrative policies and programs for a health care program within a correctional environment. Experience in providing advisory services to agency management regarding the operation of a health care programs and medical programming. Experience in developing and administering medical budgets, medical equipment procurement, and overseeing contracts for a health care program. If applicable, credit will be given for paid and unpaid experience.
