Summary:
Supervises and coordinates functions in assigned areas of responsibility. Monitors the impact of the federal, state and local health care policy and regulatory changes on the healthcare system. Serves as a liaison with governmental officials in areas assigned. Identifies needs and recommends actions to drive the development of competitive oversight and ensure compliance with licensure and regulatory requirements. Collaborates with executive leadership, providers, and staff to promote a culture of excellence and engagement.Responsibilities:
Serves as organizational resource related to federal, state, and local regulatory and legislative issues affecting health care. Monitors and analyzes, the impact of regulatory and legislative issues on the local market, the health care system, all its facilities, and its service lines.Manages licensure rule development and coordinates preparation of responses to challenges in collaboration with senior leadership, subject matter experts, external counsel, lobbyists, consultants, and other resources.Maintains health care system licensure and certifications for all hospitals, laboratories, and ancillary entities. Updates and maintains all AHCA, Medicaid, CMS (Federal), CLIA, and other required provider certifications and revalidations for the system.Ensures Memorial Healthcare System (MHS) meets regulatory, licensure, and accreditation compliance requirements for all health care facilities and service lines. Actively works with executive/senior leadership to address, resolve, or mitigate regulatory and/or legislative issues.Assists strategic or tactical initiatives to address issues affecting or creating opportunities for MHS. Continuously evaluates information and benchmarking against other facilities and like competitors.Maintains formal and informal relationships with external agencies and individuals including AHCA, Medicaid, CMS (Federal), legislators, governmental representatives, community leaders, and consultants.Recommends strategies in collaboration with executive leadership to identify and enhance viability and competitiveness of healthcare system. In collaboration with leadership, assesses local and regional health care needs, health planning, and new program development.Supports the Monthly Operating Review (MOR) function for MHS, including report development, coordination with executive leadership, and meeting logistics. Redesigns and streamlines MOR reporting to align with organizational needs and strategies.Competencies:

Complexity of Work: Ability to work with executive leadership under tight deadlines and competing priorities. Must be able to maintain positive working relationships within all levels of the organization as well as external stakeholders and governmental representatives. Requires the ability to process and analyze complex mathematical data. Required Work Experience: Seven (7) years' related experience in healthcare system or integrated delivery system. Proven experience in licensure, health policy, and regulatory requirements in the State of Florida. Experience with federal regulatory rules and regulations desired.
