Head of Strategy & Delivery

In this role, you translate Company and country strategies into clear direction, priorities, and outcomes for Technology and IT.  

You lead the Strategy & Delivery area, bringing together strategy and execution, the investment portfolio, TCO, compliance, project management, IT Service management and more into one coherent engine. You turn strategic intent into decisions, governance, and execution that hold across countries and domains. Working directly with the Group CIO, the Head of Architecture, and the IT management team, you ensure alignment between business ambitions, market needs, architectural direction, and technology investments. You collaborate widely across markets, business units, and technology teams to secure traction, resolve strategic trade-offs, and deliver measurable value across Telia Company 

What you’ll do: 

As a team leader, you will provide guidance and direction to develop, support, and ensure autonomous self-driving individuals and team with strong collaboration and transparency. 

• Own IT strategy planning and execution: Translate Company and country strategies into IT direction, align with financial targets, lead strategic deep-dives, and oversee progress, risks, and continuous improvement. 

• Lead investment portfolio management: Govern planning, prioritization, reporting, and decision-making for the IT investment portfolio. 

• Drive performance and cost management: Ensure cost efficiency, lead savings and productivity initiatives, and manage KPI and performance reporting. 

• Oversee IT risk and compliance: Manage IT risk exposure, ensure adherence to compliance requirements, close identified gaps, coordinate internal controls over financial reporting, and lead software asset management. 

• Manage IT service management governance: Oversee SLAs/OLAs across countries, maintain performance of the IT service portfolio, and ensure consistent operational governance. 

• Accountable for CMDB governance in IT: Drive the step-up in data quality and ownership and steer maturity improvements, with execution handled by dedicated teams. 

• Accountable for CDM: Steer the model’s development, training, and adoption to optimize the IT delivery landscape, while overseeing SAFe, Jira, and metrics tools with execution delegated to specialist roles. 

• Lead strategic initiatives: Support, shape, and oversee selected strategic programs and cross-functional deliveries.

• Extensive IT leadership experience in large, complex organizations, ideally within telecommunications or adjacent industries.

• Demonstrated ability to build, lead, and develop high-performing teams and communities across organizational boundaries. 

• Proven track record of operating effectively in dynamic environments with shifting business and technology priorities. 

• Deep experience translating business needs into architectural direction, requirements, and system design at scale. 

• Strong background in managing strategic technology vendors, commercial agreements, and long-term partnerships. 

• Academic background at Bachelor’s or Master’s level in computer science, information technology, or equivalent executive-level experience. 

• Demonstrated experience with enterprise-level governance, risk management, and decision-making frameworks.

For Lithuanian applicants only, Monthly salary range for this position – 7900 - 11700  Eur (gross) + annual performance/sales bonuses. Although it may vary depending on your skills and experience.
