Location: UK Wide Location is negotiable as long as close to one of our sites. Normally 3 days a week on site with requirement to travel to RUK sites as well as Customer sites when required

What You Will Do:

The Head of Programme Controls reports to the Associate Director, Enterprise Performance Group (EPG) and provides strategic and tactical direction and robust and energetic expertise across the whole of Raytheon UK (RUK), to deliver professional controls services to the Mission Areas, Product lines and individual Programmes, Programme Managers and Cost Account Managers.  The Head oversees and manages the performance, development and wellbeing of the project controls managers, project schedulers and programme controllers.

The role provides programme controls leadership by creating, developing and managing an effective team of project controls managers, project controllers and schedulers responsible for Project Planning, Earned Value and budget control to enable delivery to cost, time, quality commitments on complex engineering, integration, support and training programmes and supports Risk & Opportunity and Change Management.

The Head of Programme Controls oversees and supervises Project Controls Managers, who lead and manage the provision of programme controls and business information services for designated Mission Areas and product lines across RUK.   In addition, the Head works as a member of the EPG Leadership Team to set and deliver the EPG strategy and goals, as well as engagement with business processes for Annual Operating Plan, Long Range Plan, Talent reviews, Operations reporting, EPG Monthly review Board, and Tactical Workforce Planning.

The Head works alongside the EPG Training Team and provides expertise for developing, tailoring and delivering CAM Training and EV Bootcamps on behalf of the EPG. 

Offer strategic and Tactical direction as the key driver for Project Controls functional development through working as the lead contact for the Project Controls Apprenticeship programme and the delivery of Project Controls Professional Development initiatives across both Project Controls Teams and the Functional Project Controls Leadership Team.

The role acts as an Independent Reviewer for Gates, Estimates at Completion (EACs), Execution Readiness Assessments and Programme Independent Audits. 

Main Duties:

  • Provide Line Management to Project Controls Managers and oversees staff across RUK areas by assigning priorities, validating results and providing guidance to team members in line with best practice.
  • Provide effective management of the professional development of the RUK programmes controls team, undertaking goal setting and providing guidance, training and coaching.
  • Lead the on-boarding and upskilling of new staff.
  • Primarily focused on the leadership of professional contributors with the ability to also lead on the Project Controls Apprenticeship initiative and development of early careers talent.
  • Development of MA specific Scheduling and Controls team to provide high quality Schedule and performance information to help key decisions and limit surprises.
  • Act as a coach and mentor to the Controls Team to be effective team players focused on results
  • Establish processes and policies for and ensure effective creation, maintenance and reporting of detailed, resource loaded Schedules, supported by Quantifiable Back-up Data (QBD) to objectively estimate forecasts and measure performance and oversee the team in their production of weekly &monthly reports in line with the programme and business reporting calendar, providing details on progress, actuals, forecast and explanation of variances.
  • Champion good stakeholder and Programme Leadership engagement with Finance, Programme Managers and Cost Account Managers.
  • Ensure Programme Controls and scheduling capacity for the business by recruiting skilled and effective Scheduling and Controls resources and ownership of retention work for existing staff.
  • Develop Program Controls strategy and goals and implement by developing strong relationships with the EPG, assigned controls team, and key stakeholders cross functionally within the mission areas for the wider business.
  • Add value to the organization by ensuring that internal control processes are carried out efficiently and effectively, making recommendations for improvement where necessary.
  • Act as a senior member of the EPG leadership team building and delivering on the functional strategy with focus on Programme Controls functional and operational goals.
  • Demonstrate excellent Raytheon Leadership Behaviours & champion and support CORE and RLPM implementation.
  • Undertake ad hoc duties and delegate as required for the Associate Director, Enterprise Performance. .
  • Lead and facilitate process improvement-based workshops to drive ideas and solutions in line with CORE methodology.
  • Support Bid development work when required, often at short notice
  • Perform Schedule reviews in support of the Execution readiness Assessments and Gate 5 (Start-up) processes.

Qualifications You Must Have:

  • Expert knowledge of Ms Project and other Microsoft Office applications (Excel. Word, PowerPoint).
  • Experience of working as a Subject Matter Expert in a Project Controls environment.
  • Self-motivated and Process oriented
  • Resilient - Able to operate effectively under stretching project constraints, pressure and displays sound judgment
  • Proactive Team builder who can motivate and lead by example with diverse project teams and stakeholders.
  • Advanced knowledge of best practice Earned Value Management (EVM).
  • Ability to support and guide Programme Managers and their Teams Ability to multi-task, with good written and verbal communication skills across all levels of the business.
  • Ability to support, guide and influence project teams to ensure programmes are set up in accordance with Raytheon standard practices and processes.
  • Commercial and Business awareness in a complex project environment.

Qualifications We Prefer:

  • Experience of working with complex programmes in software, Aircraft design and maintenance, systems integration, manufacturing and similar type programmes.
  • Educated to degree level or equivalent.
  • Working knowledge of Risk & Opportunity Management Processes.
  • Experience of working within the Defence Industry.
  • Relevant professional qualifications
