The Position

Primary Purpose of Job (Job Summary)

Roche is hiring for an expanding operation in Shanghai and is seeking to expand its site leadership team, with growing Drug Product operations. We are looking for people who have significant experience in Drug Product operations, in a leadership position.We are looking for dynamic leaders who can also display strong people leadership skills to grow new teams. Previous expertise ( 10+ years ) in pharmaceutical manufacturing operations, where work takes place in a highly automated environment and having a site leadership position whilst operating in a regulated, China and overseas regulatory environment is an advantage.

As a key member of the Site Leadership Team, this role leads the Facilities and Engineering organization for Roche PTSH by defining and executing site strategies that ensure operational excellence and regulatory compliance. The role is accountable for end-to-end project management (including CAPEX and strategic initiatives), integrated asset lifecycle management for all site GMP equipment, facilities, and utility systems, and fostering a high-performance culture aligned with global network goals.

 

This role ensures smooth, efficient, and compliant (GMP/SHE) execution of routine operations. By demonstrating VACC (Visionary, Architect, Coach, Catalyst) leadership, the incumbent will build and empower high-performing teams, foster collaboration with the global manufacturing network, and ensure operational excellence aligned with Roche’s strategic vision.

Principle Roles & Responsibilities / Accountabilities

Leadership & People Management

Technical:

General Management

●      Vendor Strategy: Direct service provider strategies to maximize value, innovation, and cost-efficiency.

●      Governance: Champion full cGMP and SHE compliance, embedding a culture of safety and quality across all engineering operations.

●      License to Operate: Secure and safeguard the site’s operational continuity by overseeing all critical regulatory permits and licenses.

●      Customer Centricity: Drive a service-oriented culture by building strategic alliances with stakeholders and ensuring F&E acts as a key business enabler.

 

Maintenance, Utilities & Engineering

●      Maintenance Excellence: Oversee the integrity and performance of all site assets. Direct the Maintenance & Calibration functions to achieve best-in-class reliability standards, ensuring full support for manufacturing targets.

●      GMP Utilities Management: Accountable for the operational stability and compliance of plant utilities. Direct energy conservation programs to optimize operational costs while ensuring strict adherence to quality standards.

●      CAPEX Management and Project Delivery: Accountable for the end-to-end delivery of the site CAPEX portfolio. Ensure engineering solutions are cost-effective, fit-for-purpose, and executed with rigorous project management controls.

 

Reliability

●      Strategic Asset Management: Champion a comprehensive Asset Lifecycle Management (ALM) strategy. Direct reliability engineering initiatives (including criticality and risk assessments) to optimize cost, mitigate operational risks, and guide long-term reinvestment planning.

●      Operational Intelligence & Optimization: Drive a data-driven culture by establishing robust governance over maintenance KPIs and master data. Oversee strategic inventory management to balance spare parts availability with working capital efficiency.

Qualification and Experience 能力与经验

Education

●      Bachelor’s Degree (science or engineering is preferred) and above

●      PMP certificate is preferred

Job Required Competencies

●        12 or more years’ F&E and Maintenance or related experience in the pharmaceutical industry, MNC-Pharma preferred.

●        6 or more years’ people management experience

●        Strong knowledge of HVAC, Clean Utilities, GMP Solid Manufacturing, Packaging equipment and cGMP; ability to influence at all levels.

●        Strong knowledge of cGMP and regulations relevant to pharmaceutical industry

●        Assets lifecycle management knowledge of GMP facility & Utility and production equipment

●        Able to think strategically and translate strategies into actionable plans, understands and apply agile ways of working

●        Good assertiveness in a global environment and a continuous approach to improvement

●        Proven ability to coach and implement lean ways of working

●        Bring Creative Leadership to life at scale, through visionary, architect, catalyst and coach roles

●       Fluent communications skills in English and the ability to effectively communicate and influence across all levels of the organization
