VicRoads is progressing too. In August 2022, we started on a new chapter when the Victorian State Government partnered with Aware Super, Australian Retirement Trust, and Macquarie Asset Management to operate registration and licensing services on its behalf.

We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

We are seeking a talented and driven individual to join our dynamic Technology Operations team. About the Opportunity 

The Head of Cloud & Networks plays a critical strategic and operational leadership role within VicRoads, guiding the organisation’s cloud-first vision and ensuring our technology foundations enable innovation, scalability, and exceptional service delivery for all Victorians.

In this role, you will shape and execute VicRoads’ enterprise cloud strategy, including the design, deployment, and optimisation of our cloud and network infrastructure. You’ll lead and mentor a team of Cloud Engineers to drive transformative cloud initiatives, oversee complex migrations from legacy systems, and build a secure, high-performing environment that supports the organisation’s expanding digital services and data-driven capabilities.

Key responsibilities include:

  • Design and deliver VicRoads’ cloud‑first strategy, ensuring alignment with organisational goals and best‑practice cloud architecture.

  • Oversee seamless migration of applications, data, and services from legacy environments to modern cloud platforms with minimal disruption.

  • Optimise cloud performance, reliability, security, and cost efficiency, including implementing FinOps practices.

  • Lead the design, deployment, and ongoing management of cloud and network infrastructure to ensure scalability and high performance.

  • Establish robust cloud governance, ensuring compliance with regulatory requirements, cybersecurity standards, and privacy obligations.

  • Implement strong security measures, including identity access management, patching, vulnerability management, and disaster recovery planning.

  • Drive innovation by exploring and integrating emerging technologies (e.g., AI/ML, IoT, edge computing) to enhance service delivery.

  • Collaborate with executive and cross‑functional stakeholders to align cloud initiatives with strategic priorities, customer experience, and data‑driven decision‑making.

  • Manage vendor and government stakeholder relationships to ensure value‑driven delivery of cloud and network services.

  • Lead, coach, and develop high‑performing teams to foster collaboration, continuous improvement, and excellence in cloud technologies.


About you 
You bring deep expertise in cloud architecture, strategy, and enterprise transformation, with a proven ability to design secure, scalable and cost‑optimised cloud environments. You thrive in complex, fast‑moving organisations where technology, strategy and leadership intersect, and you’re energised by guiding teams and shaping long‑term cloud direction.

To be eligible for this role, you must be an Australian citizen, as the position requires the successful candidate to obtain and maintain a Baseline security clearance upon commencement.

You’ll thrive in this role if you:

  • Bring 10+ years of experience across cloud, networking and enterprise architecture

  • Hold strong technical capability across AWS and Azure cloud platforms

  • Can design and oversee secure, scalable and cost‑efficient cloud solutions

  • Have proven experience in leading cross-functional teams, fostering collaboration, and driving cloud adoption and innovation across an organisation

  • Have strong skills in managing cloud budgets, optimising costs, and negotiating with vendors to achieve favourable contracts while maintaining high-quality service levels.

  • Have in-depth awareness of cloud security best practices, risk management, and regulatory compliance to ensure robust and legally compliant cloud operations

  • Communicate complex cloud concepts clearly to non‑technical audiences

  • Build trusted executive relationships and influence strategic direction

  • Translate business needs into long‑term cloud roadmaps and architectural vision

  • Apply strong financial, commercial and risk‑management acumen

  • Have hands‑on experience with DevOps, automation and agile delivery

  • Stay across emerging trends such as serverless, edge and AI/ML
