The Opportunity:
CACI is seeking an HCM Test Automation and Quality Engineer to ensure the quality, reliability, and compliance of the Oracle Fusion Cloud HCM platform being deployed across the federal government as part of the HCM modernization program. With federal civilian employees depending on this system for their pay, benefits, and career management across multiple federal agencies, there is no room for defects in production. You will design and execute comprehensive test strategies covering functional, integration, regression, performance, security, accessibility, and user acceptance testing. Working within a SAFe Agile continuous testing framework, you will build automated test suites, execute parallel payroll validation, ensure Section 508 accessibility compliance, and coordinate UAT with agency stakeholders. Every Oracle quarterly update, every agency migration wave, and every integration endpoint must be validated before it touches the production environment. This position is at the T4 (senior) level, suited for an experienced technical professional who operates with significant independence, resolves complex technical challenges using advanced techniques, and provides guidance and mentorship to less experienced team members.
Responsibilities:
Design, develop, and execute comprehensive test strategies and test plans covering functional testing, system integration testing (SIT), regression testing, performance testing, security testing, data migration testing, and User Acceptance Testing (UAT) for Oracle Fusion Cloud HCM
Build and maintain automated test suites using Oracle Application Testing Suite (OATS), Selenium, or equivalent tools to enable continuous regression testing within the SAFe Agile delivery framework
Execute parallel payroll validation testing that compares Oracle Fusion Cloud HCM payroll calculations against legacy system outputs for each agency migration wave, documenting and resolving all variances before production cutover
Perform Section 508 accessibility testing to ensure the Oracle Fusion Cloud HCM user interface meets WCAG 2.1 AA standards and is fully accessible to federal employees using assistive technologies
Coordinate User Acceptance Testing (UAT) activities with agency stakeholders, including test scenario development, tester training, defect triage, and sign-off tracking for each agency transition wave
Design and execute performance and load testing to validate that the Oracle Fusion Cloud HCM platform meets response time and throughput requirements under peak federal workforce transaction volumes
Implement defect management processes using JIRA or equivalent tools, tracking defects from discovery through resolution with severity classification, root cause analysis, and trend reporting
Test integration interfaces with EHRI, eOPF, USA Staffing, payroll providers, Employee Express, MyPay, and other federal systems to validate end-to-end data flow accuracy and error handling
Validate Oracle quarterly update deployments by executing targeted regression test suites that verify existing configurations and integrations remain functional after each update cycle
Participate in SAFe Agile ceremonies as part of the quality engineering team, contributing to sprint planning, definition of done criteria, and continuous testing process improvements
Develop and maintain test documentation including test plans, test cases, traceability matrices mapping tests to the comprehensive functional requirements, and test execution summary reports
Operate with significant independence to analyze and resolve complex functional and technical issues, applying advanced techniques and serving as a go-to technical resource and mentor for less experienced team members across the program
Lead small work efforts and technical initiatives within the assigned functional area, contributing to team strategy, conducting technical reviews of deliverables, and guiding junior consultants on Oracle Fusion Cloud HCM best practices and solution approaches

Applicable combination of education and experience:
T3 – Bachelor's degree + 4 years of professional software quality assurance /test engineering experience and 3+ years hand on experience with test automation frameworks.
T4 – Bachelor's degree + 6 years of professional software quality assurance /test engineering experience and 5+ years hand on experience with test automation frameworks.
Experience with test management tools (JIRA, HP ALM, Azure DevOps, or similar)
Hands-on experience with at least one test automation framework
Understanding of Agile testing practices and continuous testing concepts
Strong analytical and problem-solving skills
Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
Desired:
6+ years of testing experience with at least one large-scale Oracle Fusion Cloud HCM or Oracle ERP Cloud implementation
ISTQB Foundation Level or Advanced Level certification
Experience with performance testing tools such as Apache JMeter, Gatling, or Oracle Load Testing for validating enterprise HCM workloads
Experience with Section 508 accessibility testing using tools such as ANDI, axe, or JAWS screen reader validation
Knowledge of federal HR business processes including payroll processing, benefits administration, and personnel action workflows
Experience with parallel payroll validation methodologies and automated payroll comparison testing
Python, JavaScript, or Groovy scripting skills for test automation and data generation
Experience with Oracle Cloud technologies including Oracle Integration Cloud (OIC) and/or Oracle Cloud Infrastructure (OCI) in enterprise HCM or ERP environments

The proposed salary range for this position is:
