Job Summary: This position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Division, Construction Execution Branch. Serves as Hazardous Materials Laborer Leader, demonstrating containments, identifying, removing, packing, transporting, or disposing of hazardous materials, including asbestos, lead based paint, waste oil, and silica. Leads diverse construction laborer duties including assisting with demolition and clean-up at construction sites.

Major Duties:

  • This position is not to exceed 13 months. This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved and that the temporary appointment is limited in duration. The duration of this temporary appointment may be shorter or longer, depending on the duration of the work or project. The temporary position may also be terminated at any time due to lack of work and/or lack of funds without any advance notice. As a non-permanent employee, you may also be separated for failure to meet management's expectations, with no advance notice. ***To qualify for the position, you must have the following certifications: (1) Confined Space Certification (2) Lead-Based Paint Removal Certification and (3) Asbestos Abatement Certification*** Tour of Duty: Night Shift (8:00 P.M. - 6:30 A.M.) Hours may change due to operational needs of Management This position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Division, Construction Branch. The position serves as a Hazardous Materials Laborer Leader, demonstrating containment, identifying, removing, packing, transporting, or disposing of hazardous materials, including asbestos, lead based paint, waste oil, silica, etc. Leads diverse construction laborer duties, including assisting with demolition and clean-up at construction sites, erecting scaffolding, using carpentry tools, etc. Leader Responsibilities Passes on to other workers the instructions received from supervisors and getting work started by distributing the immediate tasks to be performed by individual members of the work group; working along with other workers and setting the pace. Ensures that needed plans, blueprints, materials, and tools are available and that materials are obtained. Obtains necessary information or decisions from supervisors on problems that come up during the work shift. Make sure that there is enough work to keep everyone in the work crew busy; checks work while in progress and when finished. Checks to see whether the supervisors' instructions on work sequences, procedures, methods, and deadlines have been followed. Update the supervisors on status and progress of work and causes of delay. Provide answers to the supervisors on matters concerning the overall work operations and problems. Receives formal and on-the-job training to remove hazardous materials in accordance with safety regulations. Identifies asbestos, lead, or other hazardous materials that need to be removed, using monitoring devices. Provides guidance to employees being lead on safety requirements. Hazardous Material and Laborer Functions Constructs scaffolding and builds containment areas prior to beginning abatement or decontamination work. Removes asbestos and/or lead from surfaces, using hand and power tools such as scrapers, vacuums, and high-pressure sprayers. Removes lead-based paint from various surfaces (brick, plaster, wood, etc) using chemical strippers and power operated hand tools. Removes asbestos by hand from various surfaces (piping, ductwork, floor tile, ceiling tile, etc.) so that follow-on construction can be performed. Places removed asbestos in appropriate containers for disposal in accordance with applicable regulations. Loads and unloads materials into containers and onto trucks. Erects containment materials to restrict the disbursement of airborne contaminants. Assists journey level trades workers by performing general laborer duties such as moving large quantities of materials weighing up to 50 lbs. and cleaning up job sites. Complies with all OSHA safety rules and regulations to ensure that work is carried out in a safe manner. Initiates or take corrective actions on unsafe conditions in managed areas. Ensures that subordinate employees know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.
