Job Description:
Parsons is looking for a talented Handover Manager to join our team! In this role you will lead the testing, commissioning, and final handover activities for a major development program in Qatar, ensuring that all project systems, assets, and documentation are completed in accordance with contractual requirements and ready for operational use.
As Handover Manager, you will coordinate closely with project management teams, contractors, consultants, and client representatives to ensure a structured and efficient transition from construction to operations.
What You'll Be Doing:
- Manage and oversee the testing, commissioning, and final handover process for major infrastructure, building, or mixed-use developments.
- Develop and implement handover strategies, procedures, and close-out plans aligned with project and contractual requirements.
- Coordinate with contractors, consultants, and project teams to ensure systems and assets are fully operational prior to handover.
- Ensure all commissioning inspections, testing protocols, and performance verification activities are completed in accordance with project specifications.
- Monitor contractor performance during the commissioning and close-out phase to ensure timely completion of testing, defect rectification, and final system validation.
- Verify the completion of snagging / punch list items and ensure all technical close-out requirements are addressed.
- Oversee preparation and verification of handover documentation packages, including O&M manuals, asset registers, and as-built drawings.
- Ensure all project completion documentation, certifications, and regulatory approvals are obtained prior to final handover.
- Coordinate closely with client representatives and operations teams to support the transition of project assets into operational use.
- Facilitate the final transition from construction to operations, ensuring that all systems meet the required performance and reliability standards.
- Maintain detailed records of commissioning activities, inspections, and handover documentation to ensure compliance with contractual and regulatory requirements.
What Required Skills You'll Bring:
- Bachelor’s Degree in Civil Engineering, Construction Management, or a related discipline from an accredited university.
- 12–15 years of professional experience in project handover, testing, commissioning, and close-out activities on large-scale infrastructure or building projects.
- Proven experience managing handover and commissioning phases of major developments.
- Strong expertise in commissioning procedures, testing protocols, inspections, and project completion documentation.
- Demonstrated experience coordinating design, construction, and operational stakeholders during the project transition to operations.
- Strong understanding of asset handover processes, operational readiness, and system performance verification.
- Experience preparing and reviewing handover packages including O&M manuals, asset registers, and as-built documentation.
- Ability to manage complex multidisciplinary systems and final acceptance processes.
- Strong coordination skills to work effectively with clients, contractors, consultants, and operations teams.
- Excellent documentation, compliance, and quality assurance capabilities.
- Strong communication and leadership skills with the ability to facilitate final project close-out and operational transition.
