Job Summary    
The Baltimore City Health Department (BCHD) is seeking a dynamic, results driven, goal-oriented individual to support the grants management team as a Grants Manager. Founded in 1793, BCHD is the oldest health department in the country, with 1,000 employees and an annual budget of $130 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.

The Grants Manager is a position responsible for assisting in the development and execution of annual grantsmanship strategies for Baltimore City Health Department. This role will work closely with the Grants Director and Finance team, reasrching and identifying potential local, state, federal, and private funding sources aligned with BCHD’s mission and strategic objectives. The position requires strong alignment with City of Baltimore’s and BCHD’s mission, values, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment.

Essential Functions    

  • Support BCHD departments in setting annual grant goals based on identified opportunities.  
  • Track grant development, submission, and award activity; prepare and present updates on grant proposals, awards, and funding status.
  • Draft, review, and submit grant proposals, letters of intent, and required reports; coordinate cross-departmental input (data, narratives, budgets) for applications.
  • Monitor monthly progress toward departmental grantsmanship goals; prepare and present monthly progress reports.  
  • Maintain accurate records of monthly grant expenditures and activities by funder-approved budget line.  
  • Develop and deliver implementation materials (e g., PowerPoint presentations, Excel tracking spreadsheets) to communicate grant status and compliance.    
  • Establish and maintain collaborative relationships with the Finance Office, program managers, and grant partners to ensure programmatic and fiscal grant compliance.
  • Ensures cross-organizational collaboration, shared success when leading working groups for grants management.
  • Manage high-impact administrative and technical special projects as they arise, based on organizational needs.  
  • Perform other related duties as required.

Minimum Qualifications


Education: Have a bachelor's degree from an accredited college or university.
 

AND
 

Experience: Have six years of experience in administrative, technical or professional work, one year of which must include supervision or project management.    

OR
 

Equivalency Notes: Have an equivalent combination of education and experience.

  • Knowledge of the principles and practices of public and business administration, including the process of planning, organizing, staffing, directing and controlling.    
  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.  
  • Knowledge of management practices and methods.  
  • Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.  
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.    
  • Ability to prepare and present reports or recommendations clearly and concisely.                              
  • Ability to compile financial and operational data and to analyze charts reports and statistical and budgetary statements.    
  • Strong research and analytical capability to assess funding opportunities.      
  • Ability to coordinate the activities of various organizational units.
  • Ability to plan, organize and direct the work of others.
  • Ability to research and write complex narrative and statistical reports  
  • Ability to establish and maintain effective working relationships with city officials, community and business groups.  
  • Ability to communicate effectively, both orally and in writing.
  • Proficiency in Microsoft office suite (especially excel and PowerPoint); ability to learn new software systems.
  • Effective interpersonal skills for building and maintaining professional relationships.
  • Flexibility to work outside standard hours and outside BCHD, as needed, to meet deadlines or support departmental operations.

Background Check

Probation   
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
