The Opportunity

You are detail-oriented and an analytical thinker, you have intellectual curiosity and a penchant for identifying and solving problems. You have experience working with financial, pricing, and/or contracting systems. You may also have experience analyzing, modeling, reviewing, and/or auditing complex transactions (e.g., Gross to Net Analysis). You possibly have experience applying conceptual rules against detailed quantitative data sets in order to report results (e.g., Financial Statement Preparation, GAAP, US Tax Code, Debt Compliance, Financial Analysis, Actuarial Sciences, Etc). You have a desire to work in a fast-paced and evolving business environment, and you have a deep interest in the evolving U.S. Healthcare system, with a specific interest in the interactions between Government and Healthcare.

 

The Government Contracts and Strategy Manager oversees the implementation of agreements Genentech enters into to provide medicines to healthcare providers and other customers. They support Government Programs (GP) by collaborating with key internal business partners to deliver deep insights and actionable strategic and tactical recommendations. This enables Genentech to rapidly and appropriately adapt to evolving U.S. government payer practices, policies, relevant legislation, regulations, trends, and other dynamics, all in compliance with strict accuracy targets, laws, regulations, and GP methodology, as well as all applicable Genentech policies and guidelines. 

 

Key Responsibilities:

Government Contracts and Strategy Manager Review managed care strategy proposals to identify and resolve, if necessary, implications for government programs reimbursement rates and access, and GP operations (e.g., government price calculations, Medicaid payments)

  • Frame and structure Genentech’s implementation approach; research, analyze, and synthesize information and recommendations on the evolving external landscape and internal strategic proposals 

  • Partner across GP teams and internal stakeholders to interpret changes in laws and regulations, assess the effect on complex pricing and contracting strategies, government payer claims and rebates, government reporting requirements, and help ensure strategic and operational readiness across GP, Government Affairs, and other Access and External Affairs (AEA) teams

  • Act as a lead and/or subject matter expert and influence cross-functional teams and strategic and/or operational projects, which may be complex and innovative

  • Work cross-functionally to identify, educate, and communicate on changing trends and potential impacts or other implications for Genentech’s current and future business 

  • Create, implement, prepare, and publish scorecard reports, various analytics, compliance, and other ad hoc reports

  • Maintain assigned government program methodologies; ensure they are kept up to date; pursue innovative new methodologies when warranted

Who you are:

 
  • You have a Bachelor's Degree (in areas of General Business, Finance, or Public Policy Disciplines is preferred)

  • You have a minimum of 4-6 years’ work experience in government programs or related analytics

  • Strong knowledge/understanding of drug contracting, government and commercial customers, and the distribution channels

  • Demonstrable knowledge of the current policies and guidelines that affect government programs, pricing, and payment adjustments (e.g., Medicare, Medicaid, Veterans Affairs)

  • Strong knowledge of systems and reporting mechanisms that support contract administration in the pharmaceutical/biotechnology or related industry

  • Working knowledge of relevant pricing and contracting strategy development methodologies and modeling (quantitative and qualitative)

Preferred Qualifications

  • 2 or more years’ experience in the pharmaceutical/biotechnology or related industry, highly preferred

  • Previous experience in other functions within the pharmaceutical, biotechnology, or related industry is preferred

This role requires a presence out of our South San Francisco Genentech campus

Business travel, by air or car, is required for regular internal and external business meetings or conferences

Relocation benefits are not offered on this posting

The expected salary range for this position based on the primary location of South San Francisco, California is $114,500/yr to $212,600/yr .  Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.  A discretionary annual bonus may be available based on individual and Company performance.  This position also qualifies for the benefits detailed at the link provided below.
