A career in Government and Public Sector (G&PS) Operations and Procurement (Ops & Proc) team within the Consulting Practice, will provide you with the opportunity to work in a dynamic environment that adapts to the quick changing needs of the public sector community while upholding principles of transparency, compliance and efficiency. The Operations & Procurement team will provide you with the opportunity to help government and public sector organizations with their business transformation initiatives, bridging the gap between business and technology.

We focus on a series of service offerings such as:
-Digital and operations transformations: Enabling digital and operations transformations’ design and execution.
-Service delivery and program excellence: Aligning our clients’ services and programs to strategy to deliver performance and outcomes.
-Productivity and operations optimization: Unlocking efficiencies, including clearing existing process bottlenecks leading to enhanced productivity, and optimizing costs effectively aligning resources to strategy.

By providing tailored expertise and solutions, our consultants play a pivotal role in driving positive change within organizations to improve services provided to citizens.

The Opportunity: 

As a Government and Public Sector Operations, Manager, unlock your potential and embrace the chance to drive meaningful outcomes that’ll elevate your career. As a Manager, you will play a critical role in driving the organization's success by leading teams, delivering exceptional consulting services, and contributing to the growth of the firm. As a Manager you should understand the different layers of government, understand the interplay between stakeholders and how public sector strategy is developed and executed Your role will include, but isn’t limited to:

  • Work with other talented PwC professionals on high-profile engagements, you will have diverse and challenging opportunities to bring your expertise to the following areas:
    • Business transformations design and execution, including program and project management and benefits analysis / business case support
    • Business architecture to inform solution design
    • Operational readiness, including impact assessment of legislation / policy on strategy (and vice versa) 
    • Performance frameworks and evaluation
    • Service Delivery Model (SDM) development and options analysis
    • Program implementation and transition support
    • Fit for purpose service / program review and evaluation
    • Target Operating Model (TOM) design and options analysis
    • Business process design / re-engineering and productivity / cost optimization
  • Work with other talented PwC professionals on high-profile engagements, you will have diverse and challenging opportunities to bring your expertise to the following areas:
  • Lead, develop and manage client relationships by actively broadening your understanding of their industries and their needs, anticipating the impact of emerging technologies, and sharing relevant industry and market insights and PwC points of view.
  • Lead client meetings, presentations, and proposals, showcasing expertise and professionalism.
  • Supervise, mentor, coach, motivate junior consultants within the firm and encourage them to take ownership of their personal development.
  • Plan, execute, and oversee projects to ensure they are delivered on time and within budget. Deliver high-quality recommendations and actionable insights. Delegate tasks, set objectives, and provide guidance for the team to achieve project goals.
  • Analyze industry trends, market dynamics, and competitive landscapes to provide innovative solutions. Develop and implement strategies that align with the company's and clients' objectives.
  • Effectively communicate complex ideas and solutions both orally and in writing. Prepare and deliver reports, presentations, and recommendations to clients’ senior management.
  • Engage and collaborate with your PwC network (in/outside Canada, across lines of services, other competencies, etc.) to engage diverse perspectives in order to deliver the best solutions and create value for our clients.
  • Demonstrate breadth of experience and knowledge of the PwC brand, the government and public sector industry and the G&PS Ops & Proc service offerings and start to specialize in one or more areas.
  • Contribute to the growth of the firm by identifying new business opportunities with existing and potential clients. Support pursuits and development of proposal content.

What You'll Bring: 
Your skills, knowledge, and experiences are what set you apart. Here's what we look for:

  • Around 10 years' experience with project-based work in the public sector OR exposure to a consulting environment

  • PMP, CSM, CBAP, CMC and Six Lean Six Sigma certifications are considered an asset.

  • Masters or MBA is an asset

  • Experience in management or operations consulting in the government and public sector industry.

  • Experience building and maintaining strong client relationships, acting as a trusted advisor, and understanding their strategic priorities and operational challenges.

  • Hands on experience implementing SaaS solutions in a complex public sector environment.

  • Experience leading elements of technology-enabled business transformations, either from a program management, operating model and organizational design, service delivery model, or business architecture perspective.

  • Experience applying process improvement methodologies such as Lean, Six Sigma, or similar frameworks.

  • Experience leading business development activities including proposal responses and the design of tailored approaches and methodologies for solving important client problems and/or targeting new clients.

  • Demonstrated experience leading and managing cross-functional teams to deliver sustained outcomes and design and implementation of operational improvement initiatives.

  • Experience contributing to the development of thought leadership including whitepapers, articles, and presentation to drive client engagement.

  • Experience mentoring and supporting development of junior team members through professional development planning and fostering a collaborative and high-performance team environment.

  • Strong data modeling and visualization skills, including knowledge and proficiency in tools such as Microsoft Excel, Microsoft PowerBI, etc., is considered a strong asset.

  • Experience using AI tools to improve productivity and process efficiency, as well as exploring ways to embed the use of AI into both internal and client processes.

  • Analytical thinking skills and ability produce high quality deliverables that create sustainable value.

The salary range for this position is $112,400 - $162,400. The posted salary range represents the expected hiring range for PwC locations in major city centres. Given our national recruiting approach, ranges may vary for positions in other locations. At PwC Canada, base salary is determined by your skills, experience, qualifications and work location. In addition to base salary, eligible employees may have opportunities to participate in variable incentive pay programs which are designed to reward individual and firm-wide achievements. We are committed to offering competitive compensation and adhere to all relevant pay transparency legislation.
