We have an exciting remote work opportunity for a Global Trade Jurisdiction and Classification (J/C) Program Readiness Senior Manager!
What You Will Do:
The Technology Management Program Readiness Senior Manager will be responsible for supporting the oversight of the P&W Global Trade’s (GT) Jurisdiction & Classification (J/C) Program infrastructure and programmatic sustainment, ensuring its seamless operation and alignment with organizational goals, evolving compliance requirements and associated internal workforce guidance and training. This role will help lead efforts to develop and manage the program’s classifier community, J/C training structure, documentation, and overall governance as well as looking into the program's health metrics and process improvements. The ideal candidate will have a strong background in program management, stakeholder engagement, and documentation governance, with a keen eye for detail and an ability to drive cross-functional alignment.

Key Responsibilities
Program Oversight
- Manage the end-to-end 'readiness' of the Global Trade (GT) Technology Management (J/C) Program through cross-functional collaboration.
- Oversee a team of 3 Direct Reports that support the below areas.
- Ensure alignment with organizational priorities, timelines, and strategic objectives.
Community Management
- Build and maintain an engaged community of stakeholders and program participants through clarified R&Rs, training and certification requirements and rights as well as easily accessible tools & instructions needed to compliantly J/C P&W products and non-products.
- Foster collaboration, knowledge-sharing, and feedback loops across the community.
- Establish resource tracking protocols and minimum requirements within central database (CRDB) with proper connection to required business and GT Digital Compliance tools.
Training Structure
- Develop and implement a comprehensive training framework to upskill stakeholders including pre-requisites, J/C accreditation level training requirements and performance tracking mechanisms.
- Collaborate with GT Program Management Office (PMO), GT and J/C Professionals (Subject Matter Experts) to create and manage adequate training catalogs, materials, and delivery methods.
- Oversee the integration of training modules into platforms such as Workday Learning.
Documentation
- Ensure all program-related documentation is accurate, up-to-date, and easily accessible including J/C related policies & procedures, guides and instructions.
- Standardize documentation processes and templates for consistency.
Governance
- Establish and enforce governance standards for all published content within the program in close collaboration with GT PMO Governance lead.
- Monitor adherence to policies and procedures, ensuring compliance with internal and external requirements.
Collaboration, Communication and Change Management
- Partner with Global Trade and from time to time business cross-functional teams and other P&W/RTX business units, to ensure readiness and smooth execution of centrally led Technology Management initiatives.
- Act as the central point of contact for all matters related to the program’s readiness and governance.
- Oversee change management plans and coordinate with key SMEs and leads on keys aspects for successful planning and execution of changes impacting the business and classifiers.
Continuous Improvement
- Identify opportunities for program enhancement and process optimization including supporting the follow through of centrally led Technology Management team Corrective Actions.
Program Health Monitoring
- Develop & maintain dashboards that enable visualization of key performance indicators related to volumes, defects, training and classifier coverage within the business in coordination with designated collaborators.
- Perform trend analysis to identify gaps or risk areas within the program and coordinate with relevant stakeholders for necessary mitigations to be put in place.
- Provide operational oversight to the designated team responsible for conducting transactional testing to determine the accuracy of jurisdiction and classification determinations.
- Coordinate / support any internal or external compliance audits and co-ordinate with stakeholders within PW (or RTX Corp) for deployment of any other compliance assessments (e.g., Global Trade Health Assessment (GTHA)).
- Support definition, tracking and completion of any corrective actions emanating from internal / external audits, business reported escapes, defects or substantive findings during transactional testing or trend analysis.
- Ensure timely flow of necessary program health information to the full-time and part-time global trade resources by utilizing the hub-and-spoke governance model already in place.
Qualifications You Must Have:
- Bachelor’s degree and 10+ years of experience in program management, compliance, or a similar role; OR an Advanced degree and 7+ years of experience in program management, compliance, or a similar role.
- Strong understanding of training development, governance frameworks, and documentation standards.
- Excellent communication and stakeholder management skills.
- Proven ability to manage multiple priorities and drive cross-functional collaboration.
Qualifications We Prefer:
- Experience with tools such as Workday Learning, Articulate, Power BI, or similar platforms.
- Certification in Program or Project Management (e.g., PMP, PgMP).
- Familiarity with change management principles and practices.
- Global Trade and/or Jurisdiction & Classification knowledge and awareness.
- Undergraduate/Advanced Degree in International business, Project Management, or Legal.
